Museveni is right - schools should not have dissimilar design for they teach exactly the same things. So a template is enough and can be generated by ministry of education and the job will be done in the shortest time.
May be the difference is between primary, secondary and college/technical schools. Sir Samuel Baker, St. Lwanga in Arua and, Ndegye, Nabusunsa, Mengo or Lubiri secondary have the same design. These schools are teaching sciences, technical and humanities. But Kyambogo university has the same buildings like those schools above!
It is terrible - I learnt that the problem has been with Ugandans who wanted to have a share in the World Bank Grant booty. The US100 $ million, has generated such animosity among co-workers, friends and relatives. These people are almost killing each other to get the tender whether they can do the job or not!
That is the problem. So Museveni should engage the Army instead, as the quickest solution.
Mr. Okurut might be right let us get a foreign company do everything and hand over the schools to the ministry.
We've a serious problem for under UPC, members here owned military trucks and some ministers took government property as their own but orginally meant for national projects!
