{UAH} Museveni is now the law & constitution- Kanyeihamba

Former Supreme Court judge Prof George Kanyeihamba says in Uganda, the Constitution and the laws have been replaced by the decision of the president and his ministers.

"I don't blame Justice Steven Kavuma [deputy chief justice] or President Yoweri Museveni. I blame all Ugandans," Kanyiehamba said on Thursday morning while appearing on NBS television.

He said all these things have been going on forever.

"When people make mistakes and you continue to bring them back through the ballot, you my friend are to blame."

He said appointing Justice Benjamin Kabiito, who is Chief Justice Bart Katureebe's junior, as Judicial Service Commission head, shows President Museveni has replaced all the three organs.

In Uganda today, style of governance is similar to that of North Korea, the professor suggested.

He said even Cuba is liberalising while Uganda tightens.

"With over 400 MPs, we have the largest Parliament in the world per capita, yet it is the least effective," he noted.

The professor accused President Museveni of naming ministers who have previously let this country down.

"There is something wrong with our country."

Prof Kanyeihamba observed that the 10th Parliament is already worse than the ninth saying majority of the MPs shouldn't have come to Parliament.

"Speaker is elected by Parliament, not Executive. The president shouldn't even be present yet this time, he was."

He said Museveni instead went to Parliament to ensure the Rebecca Kadaga-Jacob Oulanyah status quo is maintained.

"That's why he was there."
