Before Buganda closes Etoffali, they must  return to the Lost Counties some of the trillions, and trillions, of UK Pound Sterrling in taxes they collected for over 100 years without doing any services there.    for example Buganda kingdom should consider building some schools in those counties because for over 100 years Buganda kingdom did not build even one school in the lost counties.
