{UAH} DEVOLUTION OF POWER
Brothers and sisters, let's thank the Almighty Allah for the 53rd
independence anniversary. l first learn t about and observed this day
in 1975 at the then Ssembabule Sub District headquarters and l know
that political independence without economic independence is
meaningless. This will be achieved if we transform economically,
socially and politically as we integrate with our neighbours for a
bigger market and a strong regional power.
We shall achieve those, God willing, if we don't over centralize state
power, Obote style, but devolve it to regions like Buganda, Busoga,
Bunyoro, Acholi, Lango etc...districts like Wakiso, Ssembabule, Rakai
etc..., and lower local governments and administrative units.
Separation of powers and checks and balances should not be seen only
along the lines of legislature, executive and judicially, but also
spiritual powers belonging to the clergy and traditional/ cultural
powers exercised by institutions of traditional/ cultural leaders,
then the power of the media, and that of civil society...
The first run up in presidential elections should be the Leader of
Opposition in Parliament other than making an unnecessary coalition
government when NRM overwhelmingly won presidential, parliamentary and
local government elections. We should avoid one party dictatorship
tendencies as they are unconstitutional for Uganda shall never be a on
e party state.
Special congs to people of Makindye Ssaabagabo Municipality which l
spear headed to achieve and now we have started a jihad/ crusade for
Entebbe, Wakiso, Nabweru an d Kira cities.
