Outcry as Rwandan Drivers Keep Right Hand Flow in Uganda

Rwanda and Burundi are the only countries within the East African Community that have maintained their traffic on the right. As a result, drivers from Rwanda still experience difficulty in maintaining the left hand traffic flow while navigating roads in Uganda, Kenya and Tanzania.

Road Users in Kabale district, Western Uganda are concerned over violation of traffic rules by drivers from neighboring Rwanda, who often drive on the right, contrary to Ugandan guidelines requiring drivers to keep left.

A number of Ugandan drivers say that their Rwandan counterparts are a serious road safety risk because they are often caught over speeding on the wrong side of the road. They argue that the trend has often resulted into accidents especially along Katuna-Kabale-Ntungamo highway and Kyanika-Kisoro-Kabale road.

Javan Mutabazi, a taxi driver along Kabale-Muhanga-Ntungamo road told Uganda Radio Network in an interview that the problem  cannot be underestimated. He adds that traffic police needs to sensitize foreign drivers on Ugandan traffic flow policies in order to avoid accidents on cross border highways.

Similarly, Richard Karame, the Chairperson for Kabale Tipper Drivers Association says that the problem is also exacerbated by the failure to recognize and interpret road signs.  Karame says that traffic police needs to caution foreign drivers while still at the border in order to avoid calamities.

Mohammad Ndayambaje, a heavy truck driver from Rwanda admits that he and some of his colleagues have faulted on several occasions and found themselves driving on the wrong side of the road. Ndayambaje says this' results from difficulty in mastering the traffic code especially when one is new to Ugandan roads.

Peter Kagina, the Officer-in-Charge of traffic at Kabale Police Station says police has produced pamphlets that contain Uganda's traffic rules for issuance to foreign drivers specifically from Rwanda.

Although, the exact number of accidents caused by such human error is not documented, several calamities have been recorded in the region over the years. 

Early this year, one person died and three others were injured when a trailer registration number RAA 910N/0465 heading to Rwanda collided with another registration number RAA295M/RL0217 heading the opposite direction. Police said the Rwanda-bound trailer was on the wrong side of the road. 

The incident occurred at Rwakihirwa in Kamuganguzi Sub County, Kabale District along Kabale-Kisoro road.

Last year, five people died on spot at Kaharo trading center when a trailer registration number RAC484T/RL0675 traveling from Kigali to Kampala collided with a Toyota Noah registration number UAP 798S that was heading to Kabale. This too was driving on the wrong side of the road.
