{UAH} Buganda Land Board Dubious Activities Jeopardizing the Kingdom and Kabaka Persona’s Public Loyalty – Clan Leader
Gomba, Uganda: The Kingdom of Buganda and the personality of Kabaka Ronald Muwenda Mutebi II are risking their ancient public repute and trust to the suspicious operations of Buganda Land Board, a clan leader has warned.
Prince Daudi Maragala Ssalongo, the prime minister of 'Embwa' (Dog), one of the 56 clans of the kingdom, accuses the Royal Institution's estates managers, the Buganda Land Board (BLB) of widespread dishonesty in the executions of their assigned duties.
According to him, the 'treacherous' activities of Buganda Land Board officials are literally endangering the allegiance of the Kingdom as an institution and the Kabaka amongst his subjects and faithfuls.
The board which is trusted to manage land and other properties that were returned to the Kingdom is currently surveying land and registering all tenants occupying it across the Kingdom, in a process that is said to aim at legalizing tenancy.
But Maragala accuses the board of surpassing the well-intentioned plan of helping tenants acquire titles over their land into oppressing them by forcefully grabbing some of people's land in different parts on the Kingdom.
"As a clan head and concerned individual, I have received complaints of people losing portions of their land to the board under guise of not effectively utilizing it, I find it irregular" he told the Investigator in an interview on Thursday.
He says the inconsistency has also affected some of the Kingdom's lower leadership structures like the Sub counties, citing Maddu in Ggomba district whose 20 acres administrative piece of land was recently reduced to only five acres and the rest leased off to a private investor.
"They are hiding under the excuse of leasing out the unused land to potential developers; which in a sense is unacceptable and disheartening many people, who would have instead been helped to put the land to proper use. We acknowledge the Kabaka as a custodian of our land to whom we have been loyal, but the activities of his agents seem to be working against this relationship," he argued.
He noted that to his disappointment, the board has on several occasions wrongfully claimed authority over lands owned by religious institutions under the freehold tenure, hence resulting into unbearable clashes.
"Some board staffs are overambitious for money, forgetting that our heritage was not built with money," he added, urging that the board reconsiders its way of doing work.
The warning come a few weeks after Vincent Mayega, the Buddu county chief also publicly expressed discomfort of the suspicious operations of Buganda Land Board in his area of jurisdiction, warning its staff of the likely public upraise against them.
Notably, on several accessions since the return of Buganda Land titles in 2014, people have often asked president Museveni to reign over Buganda which they accused of setting unfriendly conditions to tenants.
But during the recent Buganda parliamentary sitting, the Kingdom premier Charles Peter Mayiga downplayed the people's fears of being evicted from Kabaka's land, explaining that registration intended to harmonize terms between the tenants and the landlord.
The warning follows reports that majority (70%) of tenants on the Kabaka's estates have not yet secured registration certificates from BLB, which are charged at fees between Ushs 200,000 and 500,000 in rural and urban areas respectively.
