If Somalians can work out a federal formula why can't Ugandans?

We need to brew our own form federalism. and i agree with the suggestion that regions can join up and form a state. We in Acholi have our Langi cousins and Madi nieces to join with. The Baganda have the Basoga inlaws to clasp, So there we go...
