Government adopts shoot-to-kill policy

KAMPALA.

The government has adopted a shoot-to-kill policy against anyone who dares attack state installations or security personnel in the Rwenzori region, police spokesperson Andrew Felix Kaweesi said yesterday.

"The government security forces will do whatever it takes to ensure that all criminal elements are put out of action. And there is no doubt, no joking around. Anybody who attacks our security forces will be just put out of action before he kills our security personnel," he said.

The shoot-to-kill policy, likely to raise human rights breach concerns, follows the killing of at least 14 police men and dozens of residents whom the government calls "attackers", in renewed skirmishes since last Thursday.
Four other police officers were injured and admitted in hospitals.

Most of those killed were dog handlers, who don't carry firearms, according to police.

Police had by Saturday killed at least 41 people, including guards to Rwenzururu King Charles Wesley Mumbere, before yesterday's raid on the palace and resulting deaths.

Mr Kaweesi said they first contacted King Mumbere to hand over wanted royal guards who hid inside the palace, but when he could not budge, security forces invaded the place.

"The palace of Omusinga is part of Uganda and we shall not have violated any territorial integrity…If we want those criminals hiding in his residence, he should tell them to get out. If he doesn't, then we shall get in," he said before commandos stormed the palace yesterday. We could not establish the number of those killed in the raid.

Officers killed

Police officers who were killed are Sgt Joseph Kule, detective Cpl Richard Elai, Cpl Patrick Anywar, Cpl Kasiim Kaluba and police constables Thomas Malinga, Robert Baluku and Gaetano Awachi.Others are Edward Periyo, Constable Henry Oyuci, special police constable Cipiano Masereka and his colleagues; Jonathan Bwambale, Christopher Kamago and Salimo Luzinda.
