CAN SOME OUT THERE COME TO RESCUE POWER USERS ESPECIALLY THOSE ON " Yaka"?

When I was using a meter, on average I was paying 640 Ug.sh per unit.
When I got connected to yaka I loaded 10,000/= thinking to get at
least 15 units but I received 9.6 units, I did not understand this.
When these units got finished I loaded again another 10,000/= again I
exactly got 9.6 units then I visited the nearest UMUME office for
explanation and this is what I was told

1. Charge per unit is 620/=
2. VAT per unit is241/=
3. Service fee per unit is 180/=
Total is 1041/=

Thus 10000/1041 = 9.6

Why then is UMEME not telling the power consumers the real truth that
the cost of a unity is 1041 Ug.sh instead of deceiving us that it is
640/=!
Note that on top of this 1041/= per unity there is also the mobile
money charge for the network used to pay the money, for 10,000/= it
ranges from 1000/= to 3000/=

Any assistant will be highly appreciated.

Brothers and sisters, Monday morning, l was on BBS Telefaina Eyaffe,
on Akanyomero ak'ensonga program from 8.30 am to 9.30 am, moderated
by Mr. Mukiibi, and we had
topical issues the leading one being Rwenzururu uprising and gunning
down of sheikhs. We were with my friend Humphrey Mutebi, a former
aspiring candidate in Lubaga North. He is a DP.
Later in the evening l was on Akabbinkano Program on Bukedde TV 1
from 11.00 pm to 12.00 midnight with my friend Charles Rwomushana,
moderated by Mw.Cjarles Kalooli Serugga Matovu, and the topics were
almost the same.

In my view, due to a demand for a geographical identity, the districts
of Kasese, Bundubgyo and Ntoroko should be allowed to form a regional
government. Similarly their neighbours, Tooro and Bunyoro, should also
be allowed to form regional governments. It should be the same with
Kigezi, Ankole, Buganda, Busoga, Acholi, Lango, Bugisu, Sebei, Madi,
Karamoja, Teso, Bukedi and West Nile. In Kenya they have done so and
they have regional governments and power has devolved from the center
to regions and 1955 Constitution as amended in 2005 allows this and
the loopholes there can be collectively filled.
With one regional government, Omusinga and his subordinates including
Omudhingya may talk otherwise the Musinga is opposed to mushrooming
chiefdoms in his kingdom the way Kabaka is opposed to the same in Buganda.
Otherwise some extremists may be tempted to team up with their kinsmen
in DR Congo for a secession war from both Uganda and DR Congo to have
Yiira Republic, which is a remote dream. Thus Kirumiramutima (Broken
Heart()are said to have been reinforced from rebels across. The best
is regional integration between Uganda and DR Congo and we do away
with the colonial boarder.
There have been claims of deserters that were operating in South
Sudan, then DR Congo, then now in Rwenzoori region. These deserters or
their leaders be talked to as it was the case in the past. That is a
tradition of NRA now UPDF.
Then , reorganization or remnants of ADF operating from there. Now
that Jamil Mukulu and Muhammad Yunus Kamoga are on remand on treason,
terrorism , murder charges and other charges which they deny, those
charged with authority should also talk to them because there is a
fear of a possible fatuwa or decree calling for gunning down of all
ADF deserters.
There is also Muslim unity, one of the reasons, according to the late
Sheikh Maj. Muhammad Kiggundu, on a Kiriza oba Gaana program, CBS
moderated by Med Nsereko Sebuliba, why they went to the bush was a
divide and rule policy applied by all successful governments in Uganda
on Ugandan Muslim community. By then, Kiggundu spoke, there was
relative unity as Sheikh Shaban Ramadhan Mubajje had been elected
Mufti of Uganda.
Now Muslims are divided again, and according to Kibuli's Spokesperson
Shreikh Nuuhu Muzaata Batte, they were sticking to Kabwegyere Report
where the President was the arbiter. But when he sided with Mufti
Mubajje and presided over the swearing in of the two deputy Muftis recently,
then he became sided and for them they pulled out of the talks.
He said that they had delayed electing a Supreme Mufti pending the
mediation, conciliation and arbitration that was going on by the
President and even when they elected one, they said, it was temporary
until reconciliation is realized. The Kabwegyere Report is not yet
implemented as Kanyeihamba Report of 1993, was not implemented.
The nucleus of ADF is said to have been recruited from Kyazanga in
Lwengo District, where survivors of Muslims massacres in Bushenyi
sought refuge. The massacre was incited by Maj.Edward Rurangaranga and
Yowasi Makaru. The too are still at large. It was President Yoweri
Museveni, why by then, was State Minister for Defence, who, after a
cabinet meeting, was directed by the then President and Defence
Minister Yusuf Lule, to go to Mbarara and stopped the massacre and he
did so. After these fugitives failed to return to their homes, in
2011, the President promised them compensation, which they have never
got.
The Palestine Question is also a factor. According to Dr.Salim Kayumba
Simba (1993), since the State of Israel was a creation of
Judeo-Anglo-American alliance, and poor Palestinians don't have
capacity to confront the enemy, they resort to terrorism. The
President also talked about it at the then City now Constitutional
Square in 1986. The Palestine questions breed fundamentalists or
extremists, who were recruited in mujahedeen and they fought in
Afghanistan and after the war returned home. Although Ugandans are not
known to have been in Afghanistan, but Jamil Mukulu was a schoolmate
to Mullah Omar.
Likewise, we don't know whether there are some Ugandans or East
Africans in Islamic State, but upon defeat, they are likely to return
home, and should not find a fertile ground for instability. Although
unlike sons of Israel which was a family of Jacob, Palestine was a
nation state, let the two twin nation states co-exist they way we have
Rwanda and Burundi.
Lastly, there is talk of long incumbency whether in 2021, NRM should
field Mr. Amama Mbabazi or change the constitution and stick to the
magnet, President Museveni. To me such reconciliation even if results
into fielding President Museveni or any other person, should not stick
to Museveni and Mbabazi alone, but should be broad and include
original deserters including Kizza Besigye. It should also be
comprehensive and even consider regional interests like those of the
first NRM Chairperson, the late Prof. Yusuf Kironde Lule.
Lastly, we should grow weary of war and concentrate on nation building.
