WHY KANYAMUNGU IS NOT HELD BY THE SPECIAL INVESTIGATIONS UNIT

A young man, Keneth Akena is alleged to have been shot dead by another Uganda, Mathew Kanyamunyu at a parking yard of one of the shopping malls in Kampala. 

It is alleged that the incident happened following the scratching of Kanyamunyu's car by Akena's car and when the latter got out to apologize, the alleged assailant who was in the company of his Brundian girlfriend is reported to have volunteered to take their victim to the hospital where they reached many hours later as they had to clear certain things first.

At the hospital, Kanyamunyu and his girl friend are reported to have simply acted in good faith to help a person shot by unknown assailants. 

It is further reported that Akena died a few hours later after he had made a dying declaration that links the two supposedly Good Samaritans as his assailants. 

The suspect maintains that the assailant could have been targeting the Burundian girlfriend who is said to be a high profile dissident. 

She is a Tutsi and most likely if the Bahima caste from the southern province of Buruli who for decades dominated Burundi's bloody past and during their hey days they helped Museveni a lot during his Bush War.

Under Museveni's Uganda such close range killings by security officers and their affiliates is the norm.

Though predominantly ruled by officers from a certain region, the privilege extends to anyone aligned to the regime no matter the region or ethnic background. 

It is a move aimed at instilling fear in the population and the perpetrators enjoy all the protection from the regime which has incorporated investigative, prosecutory and judicial agencies of the state into its regime structures. 

People are shot dead everyday in different parts of the country and it is no longer big news. 

The only difference in this particular killing is the fact that the politicians from Acholi subregion have ganged up with the powerful relatives of the deceased, some of them being senior army officers to push for answers. 

The incident is now taking a toll on the country with tampers running high. However, Uganda government has not come out with a clear statement.

Kanyamunyu is reported to have been advised by the Doctors at the hospital to report the matter to the police. 

It is said that upon reporting to Wandegeya Police Station, the police could not hold him for questioning and that it was until at the instigation of some powerful family members that he was detained at Jinja Road Police Station. 

Such criminal incidents fall under the Special Investigations Unit (SIU) based at Kireka.  It was initially Violent Crime Crack Unit (VCCU) before it was rebranded to become the present day SIU. 

The gun is no where to be seen, the scene of the crime can not be accurately ascertained, the CCTV cameras have nothing to show. 

To cool down the flaring tempers, the regime will arraign Kanyamunyu in court but the trial will flop for lack of vital evidence that would have been unearthed by the Special Investigation Unit (SIU) which unfortunately is headed by another Acholi, Mark Odong. 

The army officers will be intimidated into silence for speaking in the wrong fora without authority of the army leadership. 

The politicians from northern Uganda can go on with their noise but media houses will be reprimanded.

Kanyamunyu's Burundian girl friend will be cleared by the police and the regime will compel the UNHCR to relocate her to a third safe country on personal security grounds from where she will wait for a reunion with her suspect boyfriend.

Ugandans need to embrace this new phenomena of Good Samaritans and appreciate their efforts in saving lives. 

First it was ASP Baguma acted as a good Samaritan to save Katushabe's life but was instead charged with murdering her and now here comes another Good Samaritan, Mathew Kanyamunyu. 

The family of the deceased ought to appreciate the fact that their dead beloved would have simply been found lying somewhere if it had not been for the Good Samaritans moreover the incident had been witnessed by only Kanyamunyu and his girl friend who instead of fleeing the scene had to put aside their own fears of an assassin from Burundi so as to help the deceased. 

After all, the Akenas are only supposed to do security guard assignments at such classy shopping malls but not to drive there for weekend shopping. 

Let us give the investigations the benefit of doubt and may be they well might come up with a report indicating that the deceased was struck by lightening and the bullets recovered from his body could have been sustained during the LRA insurgency.  

Ugandans instead of mourning for Kenneth Akena should instead mourn for themselves.
