Newly promoted Major General Proscovia Nalweyiso has welcomed her new promotion describing it as 'an energy booster'.  Formerly a Brigadier, the tough former war fighter who joined the rebel struggle in 1982 revealed to The Investigator that the promotion by the Commander-in-Chief is a welcome note and good gesture to her liberation struggle.  "I welcome the promotion and I am duty bound', she said.

Nalweyiso currently the presidential advisor on Defence matters becomes the first and only highest ranking female soldier at the rank of Major General in the Great Lakes region.

The second army reshuffles by the president and Commander-in-Chief Yoweri Kaguta Museveni in less than a week also saw longest serving army and defence publicist Lt. Col Paddy Ankunda put aside (Katebe) as he waits for fresh deployment. Similarly, Col. Felix Kulayigye formerly the Chief Political Commissar has been dropped and replaced by Col Henry Matsiko now promoted to the rank of Brigadier. Paddy Ankunda's posts of UPDF and Defence spokesman has been filled by Brigadier Richard Karemire formerly the deputy commandant Chieftaincy of Military Intelligence (CMI).

Maj. Gen. Nakibus Lakara expressed happiness at his new posting as the commander of the Uganda Rapid Deployment Capability Center that is based in Jinja. 'I am happy with my appointment by the C-I-C. As officers we are ready to serve anywhere and in any capacity," he told The Investigator.

Also in the new army reshuffles, Brig Sam Kavuma formerly 5th Division commander is now deputy commander Air Force.

Brig George Igumba, who has been the deputy Commandant of Senior Command and Staff College, is now appointed the Chief of Personnel and Administration of the UPDF.

Col Chris Bossa, who has been the Course Coordinator at Senior Command and Staff College – Kimaka, is promoted to the rank of Brigadier and appointed the deputy Commandant of the same College.

Col Patrick Mwesigye, who has been at National Leadership Institute – Kyankwanzi, is appointed head of the Patriotic Secretariat.

Brig Paul Lokech, who has been a Defence Attaché to Russia, is appointed the 2 Division Commander.
