Dear Afande, first of all I thank you very much for the tireless effort you put in to ensure the safety of Ugandans.
This is to inform you sir that much as you put in great effort to help secure the lives and properties of Ugandans, some of your officers have not exhibited due diligence.
On Thursday last week, I reported a case of threatening violence and inciting a section of the Muslims against my life. The Dpc of Njeru Division, his Oc of station and the station CID chief handled the case with utmost importance and ordered some of their men to expedite the case arguing among others that even as the case has a background of land wrangles, it has taken the dimension of killing of Muslim sheikhs. This was after one of the youth leaders declared to his following that unless am eliminated, they won't have peace. In order to bring more hatred against me, he alleged that I do take alcohol and therefore not fit to be in their midst since am a qualified sheikh and I take alcohol. All these were intended to charge up the emotions of Muslim youths and they started castigating me in their preachings. Upon receiving further threatening actions, a section of the Muslims stopped greeting me with salaam greeting and whenever I could greet them, they refused to answer. I sensed more danger and decided to spend that night at Njeru police station. The whole of Friday I was there and the top trio were busy the whole day but whenever they saw me they asked about the progress of my case and made further instructions. That night I spent it at kitigoma police post and the OC CID of kitigoma made some investigations and he realized the danger to my life was very real. That night the OC station of Njeru called me to check on my safety and I told him I was ok but in hiding. Yesterday I went to Njeru station and found there the OC STATION, OC CID and OC CID kitigoma police post. That one of kitigoma told his colleagues that the man's life is in real danger and they called some officers with instructions to make statements from the witnesses I had taken and they instructed other officers to arrest the suspect. There was suggestions that the witness and others go there today. When the witnesses went and reported to the CID chief, she instructed and officer( as told by the witnesses) to record the statements and she left for field duty. The witnesses kept waiting approaching the assigned officer and asking for assistance from place to place but they were not helped. I noticed since last week that whoever is given my file is hesitant to handle it.
Now the sum of all fears, one intelligence officer ( not police) rang me at around 9 pm and I directed him to where I was. He sweared that he won't allow anybody get arrested in his area and I assured him that am ready to die but won't be intimidated into silence and get killed when the culprits are looming around. After realising my resolve, he wanted to intimidate me further how big he is in his area and this is another of the reasons why I wrote to you sir as it seems this intelligence officer might be the one influencing the stagnation of my file. Am living a life of hopelessness and am mostly in hiding.
