When I raise the State department, I am only raising it because it now has a Secretary that has gone in and dug out the dirt. As the Democrats kick the can in approving them, you are going to find how terrible the Obama administration has been. And you think Museveni has been incompetent? You have no clue how incompetent Obama has been as a president. And yes he has built the national debt, but part of it has been built by sheer incompetence. Here below is one of the reports that were filled by the Inspector General on how terrible the state department is ran. Now this report was filled in 2014 and until when Obama left office he did absolutely nothing to clean it up.
