Three Chinese firms have quit sand mining activities in Lwera wetland as the National Environment Management Authority-NEMA intensified operations in the area.

Late last year, officials from National Environment Management Authority raided Lwera wetland and closed down sand mining firms in response to the complaints raised by the Natural Resources committee of parliament on the illegal sand mining and export by foreign companies. 

The committee observed that some of the licenses were issued without environment impact assessment reports.  Some of the companies were reportedly operating within the Lake Victoria protected zone, while others were involved in activities that they were not licensed undertake.

Following the discovery, three Chinese firms have opted out of the venture and sold some of the sand mining equipment to Seroma Limited. They include Lukaya Sand Dealers Company, owned by Chinese nationals Sun Xianzhong and Zheng Junqing, Dongwei and Hesahduo Company.

Uganda Radio Network found a Chinese national who owns Dongwei limited dismantling his sand mining machine in Lwera. A Ugandan national who was helping him told Uganda Radio Network that they are removing their machinery on the orders of NEMA. The Ugandan who declined to reveal his identity said most of their colleagues were arrested by NEMA and were warned against carrying out any sand mining.

At the moment, there are only two Ugandan firms involved in sand mining in Lwera. These include Seroma Limited and Aqua World Uganda Limited. The two have documents signed by NEMA Executive Director Tom Okurut and an operation license issued by Lukaya Town Council approving their activities upon payment of an annual trading license of 36 million shillings.

Francis Mujasi, the manager of Seroma Limited says that they were engaged in discussions, through which they were issued with guidelines to follow while excavating sand, in order to minimize environmental degradation. Mujasi says that NEMA advised them to only start sand mining after filling up all the dug ponds around Lwera. 

Wilson Bukenya, the defense secretary in Nabyewanga village asked Government to deport all Chinese nationals involved in the plunder of natural resources in Uganda.

Sand business is very lucrative in the country. A truck of sand is sold between 200,000 and 300,000 Shillings at the mine while it goes for between 500,000 and 800,000shillings in Kampala. Some of the excavated sand is exported.
