How Come a Country That will Be Middle Income by 2020, ie in 3 years Time,  Can not feed is people, 30% of whom are reporting to be starving, and 50% suffering from severe malnutrition? Is this another of the mad cap predictions of Kayibanda Museveni, picked straight from his much laughed at 10 Point programme? For a man reputed to have 150 advisers, why can't he get even just the basics right? I am not talking of details here, just the bare basics of poverty and growth.
