"Let me talk about the small petty foreign traders. We went back and looked at the law and discovered that we had over-liberalized our economy. And there is no provision in the law that says a foreign trader will not do petty trade, wholesale business, supermarket business...This is what we are trying to resolve. We want to set parameters [foreign traders]."
