I'm now arresting thieves, Museveni

MUNYONYO. President Museveni has said he will continue to arrest corrupt government officials in what he called the beginning of the fight against corruption.

Mr Museveni made the remarks yesterday while speaking at a three-day regional conference of auditors at Speke Resort Munyonyo.

The conference was organised by the Institute of Internal Auditors Uganda.

"Thieves thrive by concealment, but once you expose them, they will fear and I have started," Mr Museveni said.

After the arrest of two officials from the Ministry of Finance last week on accusations of soliciting bribes from investors, President Museveni warned such arrests be carried out in all government ministries.

At the conference yesterday, he also cautioned internal auditors against colluding with corrupt government officials. 
" I see most you attending [the conference] are young people. Don't stain your future by colluding with thieves. Thieves have no future," he told the auditors.

The President told government accounting officers not to be cowed by politicians to make wrong decisions on finance management. "Don't allow politicians to force you do illegal things. The constitution protects you," he assured them.

Dr Fixon Akonye Okonye, the president of the Institute of the Internal Auditors Uganda Chapter, asked Mr Museveni to support internal auditors in their fight against corruption.

He appealed to the President to direct every government entity to have a well-staffed internal auditing department to act as a safeguard against abuse of public funds.

"We request that you direct the Ministry of Finance to ensure that the internal audit function is properly staffed and the auditors operate independently," Dr Fixon said.

In his remarks, Mr Matia Kasaija, the minister of Finance promised government would work with the Institute to fight corruption.

Ms Angela Witzany, the chairperson of the Global Board of Internal Auditors, who was the guest speaker promised to work with the national chapter to build capacity for Ugandan auditors.
