In a fast paced world, maintaining dictatorship world over has become more challenging as technology exposes any pin-hole act. Museveni who rode on propaganda to power sweets plasma as information flow gets easier by the day which is a dictators nightmare.

Besides the bloody bush war Museveni has fought bigger wars while in power to maintain his new era dictatorship in the modern world.

Museveni has maintained his bush war stance on opponents, upgraded archaic tactics and developed strategies to counter new era challenges to his aging regime.

The major information fight came with invent of new generation FM stations and internet.

Coming from the bush Museveni was prepared to silence information flow by blocking public rallies dispersing them using army and police, then deny opposition audience on state radio and Tv which overturned in days as technology brought in FM radios private Tvs and internet.

Radio stations and Talk show modulators.

Museveni's government first defeat  was in talk shows like Capital gang, Spectrum Kiriza oba Gaana Mambo Baado etc. Government at first decided to set up own radio stations to outcompete private radios that existed. That saw bath of Radios like Star radio/Tv Bukedde Radio/Tv and others. Definitely they couldn't compete in the political field.

Government came up with strategies to enforce itself into existing radios, political talk shows and modulators.

Deploying its dictatorial state powers, government now has a deep hand in all radio stations and political talk shows.

Radio stations are continuously threatened with having their licenses revoked if they air anti-Museveni sentiments. It has particular individuals not allowed on radio stations or when they appear they are allotted minutes.

Program Modulators are on orders to interject in favor of government and cut off callers who are anti government. Before programs on very many stations modulators warn guests against exposing too much of government rot on "their" radio.

Callers  

Just years back, radio callers perfectly represented local community opinion, their opinion always portrayed society and were a perfect random sample for people's opinion.

This ended with "setting-up" radio callers which started in 2009 after the Kabaka's riots.  Museveni designed a strategy in which government trained "radio callers" to routinely defend government position. This proved hard as routine radio callers couldn't be matched as they had passion and facts hurting people.

To fight these, Museveni used state funds and hired those very callers to do his propaganda work. Government went ahead and ordered all radio stations to have a special line for only those callers which all radio stations did. That's why always those 'routine radio callers' access all radios talkshows at will

It's mandatory to all program modulators that there calls are picked and are allowed to talk as long as they can while other callers are limited.

As state agents, they are given a specific government position or message to communicate through talk shows with a target of diluting or rubbishing anti government debates. Internet.

As government succeeded in regulating radio callers, there came the Internet and social media era. Internet era Critics of Museveni's dictatorship started with a site known as Ugandans at heart (UAH) which grew from a blog to a Facebook group to a website)

Any Ugandan who learnt internet visited or joined this site. It was so informative and discursive that it posed the first threat to print Medias and pinched the dictator deeper.

Museveni's government in december 2014 set out for a stringent fight to dismantle this site in particular and internet use in general.

It deployed its agents each registering with about 10 fake Facebook names and they routinely reported posts and comments on UAH to Facebook which in reaction blocked the sight.

As UAH administrator Abbey Kibirige Ssemuwemba went up to Facebook offices to verify it, government agents opened up several UAH accounts which desperate Ugandans joined—destroying the original idea.  This is why we have now many UAH-accounts in UAH-Base, UAH-Stereo UAH-Resistance etc the original came back as UAH-community but it was weakened.

Using state funds, government went on to threaten and pay off its administrators and todate posts critical of government are not allowed, Its turning from a discursive political site to a social-media fun page.

Silencing the group media gave rise to individual critics of government. Each individual on his own wall started relentlessly critiquing the government. People like TVO rose to fame in punching government into a corner. Without representation on the social media battle government designed a rebel fight back strategy.

They at first made Government social media groups which definitely didn't attract followers. They resorted to recruiting agents to answer back in its defense whoever attacks it.

Government pays agents who operate multiple accounts especially using Baganda names with negligible spelling errors like Nsuubaga, Nalula, Nsereka etc such that they appear real.

Common to all those paid agents is that they are incapable of defending a regime stand as they are mentally week to counter sane opposition critics.

All they do is mudslinging opposition, abuse, quarrel, trash, black mail or make personal attacks on any individual critical of Museveni's dictatorship, they are turfer than UPDF in defending the Regime.

Opposition.

Museveni's NRM is hated by more Ugandans than those who love it. That's why none celebrates NRM victory anywhere.

To exist among haters Museveni has fought  technical, tactical and financial battles besides voter bribery intimidation, cheating and army threats.

In every parliamentary race, it's a trend now for NRM to 'hire' opposition candidates to divide votes so that NRM candidate wins living community cursing disunity. This has happened in all bi-elections

Currently Museveni's regime survive on these tricks. Opposition survival in all bi-elections should base on addressing this.
