Well, in that case, we can start by curbing the corruption at the Courts inform of mysterious disappearancees of Case files, "kitu kidogo" to jury members etc  Along with ensuring that people who are implicated in fraudulent acquisition of Land and Properties do not consciously prolong legal processes by eluding Court summons ( INCLUDING DIASPORA UGANDAN).

That way, the courts can handle more of the epidemic land and property fraud like those beasting Northern Uganda. (within a speedy limited time frame).

When I was at the Gulu Court, the Court registra pointed at a huge crowd (almost like in a stadium) and said..." See those.., its all about land fraud..."

Like in this particular case, I am restricting myself to corruption, responsibility at THE COURTS.

This can be addressed starting with the local Court clerks, the local CourtRegistra, THE Jury members etc.even while THE curse still persists in many instances ofta the judiciary!!!!!

I don't know if there is any single pattented solution that cures corruption at all levels at once.

But, I do know that People live and grow up now. And, they need judtice in their " this Lifestyle Times".

One pro two files disappearing could be some dirt but when it is routine as GOOK days, then heads must roll at the file archive level.

EQUALLY SO, WHEN A DIASPORA WHO IS IMPLICATED IN A FRAUD CASE KEEP ELUDING COURT SUMMONS EVEN WHEN THEY ARE IN THE COUNTRY, THEN ACTIONS MUST BE TAKEN.For example, have their passport witheld IF possible.

Some times I wonder what lawyers are for!?

I don't need tog know the whole history of corruption tog deal with a particular kind.

Yeah, now I know why those Jury slicks and Court Clerks and LAWYERS always put on such  smiling faces to manipulate and conjure only to rip off and bite like a mouse!!

I saw them at the Gulu High Court. They come smiling softly saying: "...Ah this case is nothing......This is a straight forward case"...Blah blah blah only to turn around and vote the contrary.

Some one has to do some explaining here. Because, that document suggests that there PROBABLY must have been a process. And if there are several others in similar dilema, then there should be some where to proceed. For example the immediate officer or clerk responsible for files or Court  archives.

That brings us to the DIASPORAS WITH DEEP POCKETS CORRUPTING THE SYSTEM.

Most of the Land and Property fraud cases in Acoli involve participation of diaspora Ugandan. They come with deep pocket and hih society social networks that the ordinary commonality has nothing to counter with.

As you noted, they corrupt the system and take off. Unreachable for the Uganda judicial arm. A case goes on forever. BUT, THEY ELUSIVELY KEEP ON  VISITING UGANDA REGULARLY yet  AVOIDING CALLS FOR COURT APPEARANCE!!!!

They don't appear when summoned. So, cases drag on and on and on for years. Some people even die while the processes have not moved an inch!!

I believe the indigenous law enforcement can do more to rectify this bit.

BY CONFISCATING THE PASSPORTS OF THE VISITING DIASPORA  IF THEY HAVE ELUSIVELY AVOIDED COURT SUMMONS: How about that??

Most of these small town Diaspora tourists are known anyway so, reaching them would not be so difficult when / if the law enforcement is informed of their presence.

Perhaps that would ensure that the Court processes are speeded at affordable costs and less pain?!?!?

Unfortunately, the major players in corrupting the system are DIASPORA UGANDANS!!!!! 

In Gulu particularly, the Diaspora Ugandan have very huge roles in the scandal due to the wide spread Land and property fraud.

Now tell me, if for example I have copies of earlier handlings. What happens even if the case file has misteriously disappeared?

Such instances are unfortunately the order of the day in present day Court system in uganda .

The problem seems to be the poor renumeration of court personal.. currently there is an in going downing of the tools by state attorneys..!

Now having said that...if you don't want your files to do a disppearing act or if you want them to miraculously reappear...talk to the small boys(girls) the office Messengers and court clerk!

Not to mention lobbyist. (Usually go betweens..aka kayungirunzis) who have made a career out of the corruption in the courts!

NOW TO MY SURPRISE, THERE SEEM TO BE NO RECORD OF THAT CASE IN THE COURT.

Yet, that case has a vital bearing on another fraud case I am currently pushing at the same Gulu Court.

On the wall of the Court is to be read that the Court is seriously fighting corruption, fraud and mal-practices.

Fine. So, in the event of a case file disappearing, how does a Court deal with that? Not fire the registra?

WHICH HEAD SHOULD MOMENTARILY ROLL PENDING INVESTIGATIONS IN SUCH A CASE?
