SV: {UAH} LANGO REJECTS LAND BILL AS MP AKENA IS FORCED OFF THE PODIUM
Okello
As I said before, I do believe in freedom and democracy even when people habour divergent opinions.
If they did not want Akena to speak (as Akena also asked thehie opinion) why was he invited in the first place?
I hope physically ejected does not amount to assult.
That said, I do not know if this and the Acoli meeting is about the Amuru Land or has impact on it, how is that?!
Like I was saying the other day, I do not know what kind of documents Hon Amongi and the Madhvani Group have on their desks. Hence I can not comment. BUT I SEE NO REFERENCE BEING MADE TO ANY SUCH LEGAL DOCUMENTS. who has the title?!?
I only hear protests here and meetings there but I do not see any refference to any specific document of title.
Would you as a lawyer care to enlighten on that, please?
Has the Madhvani Group acquired the title or not?
WHAT IMPACT HAS THE LAND bILL amendment on already acquired title?

Simon Peter Okurut/Ikanos/Pink/Ocaya p'Ocure/ Laduma/Frank Mujabi,
Is this the end of the road for James Akena and his destructive claim to the UPC leadership? Akena was actually physically ejected from this meeting- and this in his own constituency. This consultation was actually not a UPC exercise- it was a public exercise organised by the MPs themselves. But Akena, as UPC MP as well as leader of one of its factions, had a duty to defend the official UPC position, and not be a parrot, vuvuzela or a champion of kayibanda's land grab. Here is James Akena, standing before a crowd of irate Lango people, attempting to justify the massive gabbing of their land by Rwandans and Indians. No wonder people gave him short thrift. No body was prepared to listen to his garbage. They switched his microphone off and marched him off the building and sent him on his way- wherever that is.. They told him in no uncertain terms to go and defend the land grab before an audience in Rwanda or Rwakitura palace.
I have always believed James Akena is not fit to be even an MP. Just look at his 8 years in parliament. have you heard him stand up and debate anything- even just once? All he does these days is produce old UPC policies, as if they are cut in stone, not realising many of them were policies for the conditions of the 1950's and 1960s. He quotes the Land Act of 1967 which was promulgated by the UPC govt in defence of his support of Kayibanda's landgrab. But the UPC nationalisations were never intended to be land grabs. The UPC attempted to reduce inequality in land ownership by taking land away from feudal land lords and giving them to peasants. Secondly, the power in the 1967 Land Act which allows for compulsory purchase did not authorise land grab. Compulsory purchase exists in nearly every country in the world. The State reserves the power to compulsorily purchase land required for the public good and in the public interest- for eg for road infrastructure, for hospitals, schools, industries, etc, or for civil emergencies, etc. The State also automatically owns everything below the surface of the earth and so has the power to compulsorily purchase the land and soil above if required for mining or drilling purposes. But the state can not compulsorily purchasee large tracks of communally owned land without the consent of the community concerned. In no way did the 1967 Act authorise the state to go and grab 100 kilometeres of land in Amuru and give it to a pot-bellied Indian so-called investor.
The UPC has had bad days under Akena. But better days will come. Akena knows he has now thrown away his emperor's clothes and he is dancing around stark naked. People can see him for what he is. A greedy and pathetic arse-licker. His greed was demonstrated recently when he tried to grab land from his own relatives in Akokoro. He even had the audacity to use his late father's name in this massive land grab. He was thwarted in this land gab by the courts and by his own uncle, the leader of his clan. But it seems he has not given up. Grred, it seems, runs through every vein in his skinny body.
This is a man intend on gabbing land from his own relatives, a man whose wife Betty Amongi is the chief hatchetwoman of the brutal Rwandan outlaw Kayibanda, a heartless woman who is prepared to lead jack-booted thugs to terrorise innocent peasants in Amuru! This is a man who wants to be a leader of a great party like the UPC, a party that was founded on the principles of social justice, of defending the interests of the poor and deprived, and of giving a voice to the weak and defenceless in society.
James Akena surely knows where he belongs, but it is not in the UPC. He is an enemy of the people of Uganda. Let him simply reveal his NRA number, get on with his political life openly, rather than in secrecy, and leave us alone to rebuild our party.

The current provisions of Art 26 was read and explained by Hon Obua Hamson (NRM Ajuri) who also explained the proposed amendments.Hon Akena Jimmy of Lira Municipality and husband to Minister Amongi Betty, known to support the bill was booed off the microphone when he attempted to suggest the Land Acquisition Act of 1965 justifies the bill. As Akena, also the area MP laboured to explain, the participants protested in loud voices and stood up with serious boos. Sensing hostility, Akena asked if people didn't want him to talk and a loud chorus of 'yes' greeted his ears, and his microphone was grabbed away as he sat down. The meeting was attended by over 5000 locals, old and young who walked from all over Lango. Bishop Tom Okello formally moved a motion to reject the bill and was seconded by Dam Okello of UPC, a crowd favourite in Lira.
