SV: {UAH} Who is reponsible for the creation of jobs in a society?
I HAVE SAID IT SEVERAL TIMES BEFORE. ALLOW ME ECHO IT SOME MORE TIMES:
AT UGANDAS LEVEL OF DEVELOPMENT (and indeed, Africas), THE MOST EFFECTIVE TOOL FOR CREATING JOBB OPPORTUNITIES IS THE LEGISLATION ( THE LAWS)!!!!!
Effectively that implies not just making the laws but most importantly, implementation of the laws. In short, RIGOROUS ENFORCEMENT OF THE LAWS! In time, it becomes a culture.
Thats how the West was won.
In Africa, the legislators make FAR TOO FEW LAWS. And the few that are made have loopholes larger than mother earth. And, that is when they are not "THE BIGGER PICTURE" LAWS!
Let me just take some quick examples:
1) HOUSE / BUILDING.
Many builders (Fundi carpenters, brick layers, plumbers, electricians...etc., go jobbless. But when I look around Kampala, oh Lord, there are houses, very nice looking architectures every where. But you go there and look closely you will find so many fauts on the construction that has been over looked.
You might even start from the the drainage right at the entrance to the house!!!
NO CERTIFICATION OF THE HOUSE !!!!
And there are builders, constructors and various service entreprenader completely jobbless!!!
You will find schools, sick hospitals, etc without adequate yet , basic utilities like bathrooms, toilets, dinning halls mm (( all allowed to operate))).
So, how can there not be high unemployment???
2) TRANSPORT SECTOR:
There are many vehicle mechanics looling the street without joob. Simultaneously, there are millions of cars that shouuld have been forced off road untill serviced.
Public transport providerscould have employed double the number of drivers they have today IF THE TRAFIC POLICE OR WHAT EVER ENFORCEMENT HELD TIGHT ON EFFECTIVE DRIVING HOURS.
Today you find a taxi driver making Kampala-Masaka; Kampala-Gulu; Kampala Jinja etc., SEVERAL TRIPS A DAY WITHOUT TAKING LAWFUL REST!!!
And they talk aout accidents?!?
ALL SECTORS HAVE THESE HUGE LOOPHOLES LARGER THAN GALAXIES!!!!
SO, WHY SHOULD THERE NOT BE HIGH REDENDANCY?!?
Of course, it is only normal for Uganda and Africa to continue to have the high rate of unemployment.
In Europe, there are so many laws and regulations that even if you buy a car for example, you still have to pay a lot before you can enjoy your ride.
The house you intend to build has to under go several instances before clearance. And when it is finish it has to be inspected and certified from various requirement positions.
Many of the schools and hospitals in Uganda would not be allowed to perate before total renovation. That is jobb creation even for researchers, technicians, public health workers etc
BACK TO BASIC!!!

Community Members.
Every now and then I find myself either engaged or listening in on a discussion that perks my interest. In one such instance, I listened to a discussion on radio about how the US and Michigan State Governments abandoned Detroit and knowingly caused the (still-current) high unemployment rate.
This got me thinking about unemployment in many parts of Africa. It has been reported that as many as 50% of young people graduating from Universities in some countries are unable to find a job in their chosen fields of study. I have read somewhere of Makerere University graduates driving Boda Bodas to survive.
So what is government's role and responsibility in the creation of jobs? With specific reference to Uganda, is the government to blame for the high unemployment rates among University graduates?
Back in the 50's and 60's, the colonial powers in Uganda created UDC – the Uganda Development Corporation. Here is an excerpt from the UDC website.
Uganda Development Corporation (UDC) is the development and investment arm of the Government of Uganda, with the mandate to promote and facilitate the industrial and economic development of Uganda.
The website lists several projects either currently under development or already completed.
So let me throw out these questions for general discussion.
1. Is the Government of Uganda principally responsible for the creation of employment in Uganda?
2. If so, in what ways should it accomplish this?
3. If not, then who is and why is the unemployment rate so high?
4. Finally, how should countries like Uganda (and maybe cities like Detroit) address and resolve the issue of high unemployment in their jurisdictions?
