Lira Municipality Member of Parliament Jimmy Akena Obote was on Monday heckled and booed at the Uganda Technical College, Lira Town, asLango Parliamentary Group sought people's views on the Constitutional Amendment Bill 2017.

The government recently introduced a proposal to amend Article 26 of the 1995 Constitution to facilitate government acquire land without being delayed by compensation bureaucracy.

As Mr Akena was trying to explain the merits of the amendment, hundreds of people who felt the area legislator was not making sense in his presentation shouted him down.

The former Otuke District councilor, Ms Dina Bua, said it was "useless" to give Mr Akena more opportunity to talk about land matters.

The land amendment bill is being marketed by Mr Akena's wife, Ms Betty Amongi, the Lands, Housing and Urban Development minister.

The clan head Lira Hajji Musa Ayo said it is too late for the people of langoto treat Akena as an orphan and yet he is old enough to judge what is right.

One resident Mary Okullo said Akena is only surviving on Obote's legacy and should not opposed the people of Lango on land issue.

In his closing remarks, the Chairperson of Lango parliamentary group, Felix Okot Ogong who doubles as the Mp for Dokolo south said as Mps fromLango, they will present the views of the people that the land amendmentbill should be rejected.

We are UTC on a meeting called by Lango parliamentary group headed by Hon Felix Okot Ogong. The consultative meeting was called to collectively hear from voters and also from members of parliament on land amendmentbill Article 26. 
The current article has 2 subsections. On addition, the government wants to add more 3 subsections.

Why? The government has a complain on delayed projects due to few people (Mafias) who go ahead and purchase the purposed project landfrom the locals and demand exorbitant compensations from the government. Who are mafias? They are people who are in the club of the riches. Worst thing is the riches have large voices and are also some how educated. They talk while a common man support them ignorantly. 
My suggestions: 
1. Although we don't want the land amendment bill, but the Mafias must be stopped also by Parliament now that the bill tabled be4 them.
2. Some members of Parliament could be on the track of mafias, that is why they didn't consider governments complains. "A bitter point".
3. Let me give u examples: Owen falls dam extension was forced by the mafias in the government and we lost power production. Karuma power dam land area was bought by the rich ahead of project. Hoima fuel production area was bought by the mafias ahead of project. Talk about Entebbe road extension, Standard road railway construction etc.
My point: Let PMs reject the bill amendment, but work on the mafia styles that are sabotaging government programs.
