What is the borrower(government) putting to the credit suppliers as collateral?

Of course hedging the OIL is one of them. But it appears the credit suppliers( Chinese+Indians) want LAND too since their population combined is now more than 2BN people. AND am not saying it's wrong for the China man to come here.

Could ,however, this LAND BILL explain why Govt wants to technically have the last word on land? See, if government wakes up one morning and says look here is the law, all Uganda land will be used for public projects and compensation according to the law is secondary where public interest concerned.

Would not that put all land in Uganda in the hands of the government(chief borrower) and therefore convert citizens as defacto tenants on their former land?

Look at our refugee policy. It's only Uganda that welcomes all refugees around the World when everyone is shutting the door. But is the same Uganda battling gross youth unemployment that chases the same refugees vending fruits on the streets of Kampala into drainage channels to meet their death.

Ideally, if Govt has the credibility and trust to act in national interest this law would not be a bad idea. The problem is public credibility which is in tatters. If people can steal ELECTIONS then they can steal LAND. We have a problem. The public needs a sense that those in charge of public affairs are credible and have their trust.

Indians and Chinese are all over the place looking for a breather. Their governments are enabling their migration to ease internal pressure through these public credit schemes.

Government wants collateral for the NEXT massive borrowing and technically you are all going to be its tenants.

Tenants pay tenancy fees and quite frankly the only effective and assured source of revenue is property tax but govt need a sense of ownership(law) to make a sitting tenant pay tenancy fees or property tax too.

So the LAND BILL is a BIG STICK coming and it can be applied selectively as many laws have been by the way. It is a good stick to use against anyone with politically "incorrect" views.
