{UAH} MP “steals” donation he made to a hospital

Reports coming from Bududa district indicate that Member of Parliment for Manjiya Constituency, Hon. John Baptist Nambeshe is beleived to have retrieved back a  donation of Shs29 million he made to Bududa hospital for purchasing a CBC blood count machine and other hospital equipments.

Much as Bulula Emmanuel, Human Resource Officer, in a letter to the Chief Administrative Officer-CAO of Bududa, acknowledged the receiving the money from the MP at around 12:45 pm on the 29th of October 2017 in the presence of some Members of the hospital management committe after being delegated by the medical superintendent, he says, it was only wise for him to handover the money since his life was threatened.

"I hereby write to inform you that the said donated money of 29,000,000 (To Nine million shillings) by Hon Member of Parliment of Manjiya Constituency John Baptist Nambeshe was handed to me as I was delegated by the Medical Superintendent in the presence of some members of the Hospital Management Committe and the community at large at around 12:45 pm on Sunday 29th October 2017," the letter partly read.

Adding that the money was again retrived back by a committe established earlier by the MP to physically purchase the the CBC blood count machine, but nor the machine or the money has never been delivered by the committee.

"This money was later retrieved under the directives of the Honourable Member of Parliment by a committe that he had earlier formed to oversee  his proposed project and physically purchase the CBC blood count machine and other hospital equipments that would later be commissioned by the Member of Parliment himself sighting security and the unfriendly situation that he had put us in," the letter read, adding that "As a person, I thought it as a wise idea to hand over the money to that committe since it was a threat to my life and work as a loyal public servant guided by the principal's of public service."

Bududa District Local Government Secretary Social services, Meru Patrick Kuloba had earlier on written to the Medical Superintendent of Bududa hospital, in a letter dated 1st November 2017, requesting him to instruct the hospital "accounting Officer to do me the following;

a) Receipt of the amount of money received for purposes of transparency

b) The work plan for the funds

c) This information should reach my office by 3rd November 2017.

d) You write an appreciation letter to the Member of Parliment.

However, in his reply, the acting Medical Superintendent of Bududa hospital, Dr Ntegeka Sylvia Enid indicated ignorance of receipt of the said money.

"I hereby inform you that I have not received any money," read the short letter.

This therefore, implies that the money is still in the custody of the committe formed by the MP which makes it hard to hold them accountable  for the money.

The HRO, Bududa hospital wrote to the CAO to therefore protect his image.

"I humbly request your office to understand my statement and protect my image as I serve the nation," read Bulula's letter.

The Shs29 million ways money that was given to Members of Parliament to carry on consultation in their respective constituencies about the age limit removal.

Many Opposition MPs are returning the money back to Parliment.
