{UAH} NRM REHEARSEAS FOR PLENARY SESSION
ALL GUNS IN NRM CAUCUS MEETING, ANY ESCAPE ROOT FOR ENEMY IS STRATEGIC
Since 9.00 morning all NRM MPs have been entering Conference Hall of
Office of Prime Minister for a rehearsal on how they will handle
Gikwateko bill this afternoon.
The climax was at 11.00 am when even the President himself came in.
They seem not to have left any stone unturned, except, an escape
route, for the enemy, which is militarily strategic.
However my advice remains, after Gikwateko or K'ogikutteko, announce a
Constitutional Review Commission for a comprehensive exercise as you
raise salaries and wages for public officers.
Besigye will have a second thought when his views in Citizens' Compact
for a first presidential run up to be automatically Leader of
Opposition in Parliament is considered. It will the same with Dr. Paul
Kawanga Ssemogerere's proportional representation. Then federalism or
regional governments for federalists etc.....
We should avoid Obote's blunder of just compromising opposition MPs,
and the moment constituents learnt that the MP had been compromised,
they abandoned him or her. Thus that method did not work in 60s and
80s as it invited civil strife and wars and 1971 and 1985 coups.
Every stakeholder should be seen as having something to jealously
guard in the national constitution. It is possible.
