ON DREAM TV TONIGHT AT 9.00 PM
One Sunday in 1991, as a reporter, l was invited to cover Ndeeba
Muluka Resistance Council meeting in Lubaga Division, Kampala City,
where a Uganda Constitutional Commissioner, Prof. Khuddu Makubuya was
sheduled to collect views from the people.
Among the Resistance Council officials and opinion leaders was Owek.
A.D. Lubowa. He advocated for restoration of institutions of
traditional leaders, a federal form of government and ,multi party
political system, among others.
There are after Dr. Khiddu Makubuya advised the people of Ndeeba and
Buganda in general, that in order to win hearts and minds of the
ruling National Resistance Movement, its military wing, the National
Resistance Army, and its political organ, the National Resistance
Council, they should demand restoration of institutions of traditional
leaders and federalism but advocate for a broad based Movement system
for at least five years.
That is what people of Ndeeba did. Later in our Makindye Division
Resistance Council meeting at Sharing Hall Nsambya chaired by Prof.
Ssemakula Kiwanuka, where l was Councilor and Secretary for
Information at Kibuye ll Muluka Resistance Council, we asked for the
same.
A similar strategy or tactic was used even at Kampala City Resistance
Council, which was chaired by the then Mayor Christopher Iga, with
Margret Nnatongo Ziwa as Secretary. These also demanded specifically
for Regional Asasemblies and Regional Governments, which were later to
be put ion the constitution in 2005 but which up to now, have not been
operationalized.
Tonight on Dream TV station at Victory Church Ndeeba FROM 9.00 PM TO
10.00 PM, DURING Tuzimbe Egwanga program moderated by Apollo Tusiime,
l and others, shall be giving tribute to one of our veteran
journalists and nationalists who struggled for independence Owek.A.D.
Lubowa who passed last night.
My last interview with Lubowa was in 1995 at the peak of Constituent
Assembly proceedings and he told me how old journalists of 1950s and
60s suffered. He used to work as a reporter and editor. He could
report the news especially about independence struggles, then goes
back to Katwe, which was the Soweto of the day, for writing, typing
and editing, then boards a bus to Nairobi for printing, and on the
following day, return the copies for circulation or sales.
Earlier in 1994 at the late Abu Mayanja's home at Lungujja, where
Kabaka Ronald Muwenda Mutebi ll was the chief guest at C.A. elections
victory, and the then state minister for Defence Amama Mbabazi was
present, A.D. Lubowa who briefly worked as Regional Commissioner for
Buganda Region under 68 day Yusuf Lule Government, told us how he and
Mbabazi, who then was Secretary for Defence, as YK Museveni was
Minister of State for Defence, were involved in the recruitment of the
youth to UNLA.
Mid in 1994, Lubowa, had been appointed by the Kabaka as Speaker of
Buganda Lukiiko, which had been expanded in 1992 to have clan
representatives, and his deputy was Joseph Balikuddembe, who
represented Nakinsige clan and was buried last Tuesday.
Some members like Mukubira complained that the Kabaka should not be
appointing speaker and deputy speaker, but instead they should be
elected by the Lukiiko, in the spirit of separation of powers and
checks and balances.
In the same Lukiiko meeting where Joseph Mulwanyammuli Ssemogerere was
announced Katikkiro replacing Jehoash Mayanja Nkangi, by no other than
the then Ssaabalangira Besuel Lusse Mulondo, Livingstone Katenda Luutu
representing Mamba clan, and now Presidential Special Assistant,
suggested that most ministers should be appointed from Lukiiko other
than outside Lukiiko as it was the case.
Almost 20 years later, Prince David Simbwa, in an interview with
Sunday Bukedde then writer Anthony Sempereza, insinuated that Amin declined to
report to him for Sir Edward Muteesa ll what transpired at Obote's
inner circle, because, the minister he had gone with, had seen him as
one doubling between Muteesa and Obote.By then Lubowa, was Minister
for Local Governments at Mmengo. Probably he was for reconciliation
which later failed.
The last time l med him in late nineties, he had shifted from Ndeeba
to Mitayana Road and he had gone farming. So stay tuned on Dream TV.
