Chaos: MPs protest as UPDF soldiers urinate in parliament

Chaotic scenes ensued at Parliament on Tuesday as legislators protested a seconded by UPDF soldiers that saw them station in the parliament chapel.

The presence of the soldiers was reported by Amuru Woman MP Lucy. This was confirmed by Bukooli South MP, Solomon Silwany.

"I saw them… they were in thousands… I saw about 300 soldiers at the chaplaincy. Those who were in plain clothes were about 50 and those in uniform were about 300. Truth has started coming out but we are not moved," Silwany said.

Chris Obore, the director of communication at parliament, said if there were soldiers without the knowledge of the speaker, that is unfortunate because she pronounced herself.

Last week, Speaker Rebecca Kadaga ordered all security agencies out of parliament. Today, she adjourned the house to 2pm to crosscheck whether soldiers returned to parliament again.

"This is a religious war. We were to have mass at 1pm but found people urinating there," said Aruu County MP Odonga Otto who attacked Silwany to grab a microphone from him.

As chaos ensued, parliamentary police swung into action and seied plates which were being used by security personnel camping at Parliamentary chapel.

Security was then heightened at Parliament and journalists blocked from capturing scenes of the chaos.

The musical instruments in the Catholic chapel have been broken, a legislator said.

Parliamentary police also blocked MPs from accessing the chambers.

"They [UPDF soldiers] have been urinating in plastic bottles inside the church, they have been eating from the church and they have guns inside the church. This is sad," another legislator pointed out in protest.

"We must all respect God. This is the highest blasphemy to all Christians. Power is good but faith is much greater than the country and all politicians. Parliament is ready to be another Namugongo," said another angry MP.

"This bill is already a bloody bill, it's going to be a bloody Constitution and we are going to be a military nation. The blood will be on Kadaga and Museveni," lashed out yet another MP.

Hon. Michael Bukenya said Kadaga is going to analyse the events and look for legal advice. "I'm sure we are going to resume the business in the afternoon and proceed."

"We are not happy and we expect the Speaker to come with a strong explanation. But for Solomon Silwany to say that those soldiers were praying from Parliament chaplaincy is unfortunate. This is a religious war, a Catholic Jihad," a furious MP pointed out.

Another added: "We shall proceed with the debate. They were causing the confusing even before the Speaker adjourned the house. I went to pray and I didn't see any soldier in the chaplaincy. If the soldier is sighted near the church, he has a religion where he belongs."

"These people are provoking our anger. They want violence but we are not giving it to them," said Kyadondo East MP Robert Kyagulanyi aka Bobi Wine.

Bobi concluded that the Speaker Kadaga is compromised and will not allow any dissenting views. "Whenever we would try to present our views she would stop is prematurely."
