Medal? For what...., for using the appalling vulnerability of community to deprive them from eventual better school and study milieu?
Like I was saying, I too blame the government but, for another reason. I blame the government for allowing such a "school" to open and operate at all!!

This is not about private or government school.
It is about requirements / criteria.
In fact, with special attention to just Pre-school kids and extra-circular (fritids / free time) schools or homes, very robust requirements should be placed. Because thats where the foundation for a child's character is laid.
Those running such set-ups should have special training ( else, University training).
I know that Gothenburg University is involved in such projects in Africa and, I have also connected them with Uganda to explore the possibility of cooperation on some projects. They are already working on some.
Now, My late father once coached me on the tricks of negotiating a deal to society propitiation ((Especially, with the government)).
He said: "you don't negotiate for or with a temporary set-up in mind". BECAUSE, NEXT TIME THEY ARE PLANNING AND ALLOCATING RESOURCES FOR NEWS SCHOOLS IN THE BUDGET, they'll jump over you.
Why?
Because they'll argue that your case is not so urgent ((arguing that at least you have some thing.., its better to allocate the resources to areas that don't have any school at all)).
So you end up yawning for decades and decades trapped with / by your ka-school!!!!!!

Offcourse it is the government to blame. Ask yourself, how is the government run school in that place compared to this school. If there is no alternative what do you expect. May be this is how the your governments road to middle class.

The Ministry of Education and Sports has guidelines and requirements on opening private schools. The problem lies on the LC 1s and LC5 Education secretaries, health officials, School Inspectors and DEOs who all have to endorse the application forms. In most cases, the people applying for licences to operate just take the form to those officials with bribes who just sign and stamp the forms without ever stepping in the compounds of those new schools.
The Ministry of Education officials just look at the application forms which have been duly signed and stamped and proceed to grant licenses!
Now that apart, the government is to blame; what is the policy on education? Why do schools sprout everywhere? Is there a gap in education provision? IN THIS PARTICULAR CASE, EVEN THE MINISTRY OF HEALTH OR PUBLIC HEALTH DEPARTMENT COULD ORDER CLOSURE.
When I was in Uganda a few months back, I was shocked to see that one home on the outskirt of Gulu, had also opened a school. I asked them how they could have been registered. He said, "IT IS JUST TO REGISTER"!!
First of all, there were no appropriate toilet nor urinals. Secondly, there were no permanent premises.
No electricity (yet, there are electricity supply all around the area).
No water supply while there are central water supply all around the place.
THEN, AND THIS IS MOST IMPORTANT, THERE WERE NO PLAY GROUNDS!!!!!!!!!!!!
At that age ( pre-school, nursery, kindergarten, perepere etc) playing / activation IS VERY VERY VERY IMPORTANT.
So, my question is: WHAT ARE THE REQUIREMENTS ( prerequisites) THE MINISTRY OF EDUCATION LOOK INTO (FOR CONSIDERATION) BEFORE GRANTING PERMISSION?
Or is it that any body just wakes up in a whim and register a school?
In the shoes of the Ugandan authority I would:
CLOSE ALL THOSE DAMN "SCHOOLS" AND PROSECUTE THOSE WHO OPERATE ILLEGALLY!!

I think we as Ugandans that have had a chance to be breast fed by the Motherland before the Vultures started preying on her nipples should start repairing it a brick by brick. This I say it is annoying to see this but we can show the difference to others and indeed put the Lords that are to shame at what simple efforts by individuals can do.
I am positive I need this schools whereabouts and contact and I will promise to improve these pupils' life at school.
