SV: {UAH} PIPED WATER FOR SSEMBABULE-KUTESA

Oh yes, Hon Kutesa is on line in this.

In Gulu we have the both (rural electrification, "piped water") and we do have relatively good roads too.

QUESTION IS: WHERE DO WE GO FROM HERE??

In my view, THERE IS A FOURTH ABSOLUTELY VITAL AND BENEFICIAL ELEMENT MISSING TO MAKE IT ALL INCLUSIVE:

A new mandatory POSTAL SERVICE REFORM!! 

This should have been done in 1962 during the immediate post-independence years.
IT IS A-Z FOR DEMOCRACY. We can not talk about democracy when only a drop procent gets informed.

From a gender equality perspective ( rd. male participation in household duties) these elements are paramount. 

Why should the woman be the one to cook food, do laundry, fetch water ( including for the man's to bath)?!?

With the above four in place, there is a method to trick the male into helping out more (BOOSTING THE CULTURE).
Let Gulu District be a  pilot case and I shall open my mouth more. There is a method that shall change the mind-set, create jobbs, boost democracy and gender equality for ever more. Amen.

RURAL ELECTRIFICATION TO GO HAND IN HAND WITH PIPED WATER- SAM KUTESA VOWS
Foreign Minister Sam Kuteesa has said that the ongoing rural
electrification in Ssembabule District would be closely followed with
extending piped water to all trading centers in the district .
Kuteesa said that he started with a district status in 1997, amidst
criticism, bituminizing main roads and rural electrification that is
going on, and soon piped water which is only now in town councils.
According to him, wherever and whenever he serves and the positions he
holds, his first priority is Uganda and Ssembabule district.
All this in an exclusive interview with him at his residence at
Nakasero this afternoon.
