I AM WITH YOU THERE ALTHOUGH FOR A SLIGHTLY DIFFERENT REASON.
I DO NOT BELIEVE THIS KINDS OF DILAPIDATED SO CALLED SCHOOLS HAVE THE GOVERNMENT TO BLAME.
If at all the government is to be blamed, IT IS BECAUSE THE GOVERNMENT ALLOWS THEM TO OPERATE.
I CAN EVEN GO FURTHER TO DEMAND THAT BOTH THE LC1, THE INSPECTOR OF SCHOOLS OF THAT AREA AND WHO EVER IS IN CHARGE OF ISSUING OPERATION LICENCE AT THE MINISTRY OF EDUCATION ( or what ever equivalent institution) TO BE ADVISED TO RESIGN.
These kind of abuse should not be allowed.
School is big business in Uganda. There are so many illegal so called schools. IT IS THOSE WHO OPEN SUCH "SCHOOLS" THAT SHOULD BE BLAMED.although the GOVERNMENT TAKES THE BLAME FOR ALLOWING THEM TO OPERATE AT ALL!!
THE FAILURE OF THE GOVERNMENT TO CLOSE DOWN AND ENSURE THAT NO SUCH JUNKS OPEN TO ABUSE OUR CHILDREN IS WHAT TO ME, IS OBNOXIOUS.
IN THIS PARTICULAR CASE, EVEN THE MINISTRY OF HEALTH OR PUBLIC HEALTH DEPARTMENT COULD ORDER CLOSURE.
When I was in Uganda a few months back, I was shocked to see that one home on the outskirt of Gulu, had also opened a school. I asked them how they could have been registered. He said, "IT IS JUST TO REGISTER"!!
First of all, there were no appropriate toilet nor urinals. Secondly, there were no permanent premises.
No electricity (yet, there are electricity supply all around the area).
No water supply while there are central water supply all around the place.
THEN, AND THIS IS MOST IMPORTANT, THERE WERE NO PLAY GROUNDS!!!!!!!!!!!!
At that age ( pre-school, nursery, kindergarten, perepere etc) playing / activation IS VERY VERY VERY IMPORTANT.
So, my question is: WHAT ARE THE REQUIREMENTS ( prerequisites) THE MINISTRY OF EDUCATION LOOK INTO (FOR CONSIDERATION) BEFORE GRANTING PERMISSION?
Or is it that any body just wakes up in a whim and register a school?
In the shoes of the Ugandan authority I would:
CLOSE ALL THOSE DAMN "SCHOOLS" AND PROSECUTE THOSE WHO OPERATE ILLEGALLY!!
"WE FORM THE CULTURE THAT FORMS US"….noc'la gaumoy.

I think we as Ugandans that have had a chance to be breast fed by the Motherland before the Vultures started preying on her nipples should start repairing it a brick by brick. This I say it is annoying to see this but we can show the difference to others and indeed put the Lords that are to shame at what simple efforts by individuals can do.
I am positive I need this schools whereabouts and contact and I will promise to improve these pupils' life at school.
I await your details.
