{UAH} CIP Records: Museveni to Kayihura, ‘I warned you but you instead built a Personal Force within Uganda Police’
ENTEBBE, Uganda: Our impeccable sources from the center of power in Rwakitura and Entebbe premised presidential bases have tipped us on the impending fall of the hitherto all-powerful, feared, power wielding and untouchable police boss, General Edward Kale Kayihura, the Investigator authoritatively report.
Speaking to us this morning, the flawless State House sources indicated how the son of Late Mzee Kaguta is lately incensed with his previously blue-eyed boy to the extent of regretting why he renewed his three-year term span in office.
"I told him (Kayihura) to rid the police of criminals some of whom he himself helped to recruit but he ignored me. Instead of repenting he chose the path of defiance," our sources quote the CiC (Commander-in-Chief) telling Kayihura's apologists who have been beseeching him to extend the under-fire Chief of Police another chance.
Because Kayihura chose defiance instead of obeying his CiC, is the reason why the president wants the Inspector General of Police (IGP) to lie low like an envelope carry his own cross as opposed to appealing to his (Museveni's) indulgence, according to information we have scooped from the corridors of power.
Accordingly, we also know that the president has not been picking Kayihura's phone calls these days. The IGP has been fighting tooth and nail to get hold of his boss in order to explain himself as far the whole affair of the hoodlums within the police force is concerned. "No, no, no, your man had time to do what I advised him to do and possibly repent. He wasted that chance," is how the president has been reportedly telling off those advocating for an olive branch to the IGP.
Museveni warned Kayihura to purge police of criminals in the aftermath of the gunning down of his former assistant, AIGP Andrew Felix Kaweesi on March 17th 2017. The president was empathizing with mourners following the morning shooting in Kulambiro, a Kampala suburb that secured Kaweesi, his bodyguard and driver, a direct ticket to their creator.
Much as Kayihura blamed the shooting on elements of ADF rebels, the president retorted that it is criminals in the police who executed the murders that baffled the public as well security. "Police is infiltrated with criminals… Kayihura, clean your house," the President insisted, adding that public members have long lost trust in police and instead complain to him directly.
In response, Gen. Kayihura instead started by arresting dozens of civilians, notably Tabliqs who he paraded as the authors of the murders above. But the same police had before that put out notices of two men it said were responsible for executing Kaweesi. After keeping them incommunicado for several weeks, police emerged later to announce how the suspects had confessed to executing the murders.
But on appearing in courts of law for purposes of entering plea, the suspects told a completely different story from that Kayihura had put out before. They said police had subjected them to excruciating torture to extract the confessions the force was pinning on them. That they won the torture case and were rewarded Shs80M each from the tax payers' coffers is now a public knowledge to dwell on further than that.
Given the above failures, plus many other negative intelligence he had received against police and Kayihura, President Museveni reluctantly gave up to the extent of reportedly blocking the General's phone calls for months now. Insiders inform us of how he constituted parallel investigation units to help him clean the messed up civil Force. Justifying the action he took, the president has reportedly been telling Kayihura's power brokers to welcome the move because it is going to help the IGP to finally get rid of the criminals, the mission he had himself ( Kayihura) failed to carry out.
It is partly because of this development that the Generals Kayihura and Security Minister Henry Tumukunde jumped to irreparable fall out. Suffice to state that what followed and as everyone knows was the seizure of Kayihura's trusted lieutenants. They were four but one, Nickson Agasiirwe stands out for his notoriety. He is a man who Gen. Kayihura helped to enter police through the back door going on to infamously promoting the hoodlum to the rank of 'SSP'.
Nixon surrounded himself with such airs that he is quoted as opining on one occasion thus, "I am the State and the State is me". This was when he was reportedly torturing one David Gabula who has since filed a lawsuit with the Courts when he had those remarks. Gabula is in courts of law seeking justice.
Next to be seized was a lady known as Catherine Mbabazi, a former close friend to the fallen AIGP Kaweesi. Both ISO and CMI believe that Mbabazi knows quite a lot regarding who killed his friend whom she had met on the eve of his demise. Kayihura would later clash with the ISO boys deployed to protect Mbabazi.
Museveni had prevailed by sending members from his own protection unit to preserve Mbabazi for purposes of telling her story. Such intervention by Museveni must have alerted the General to the fact that his boss has a huge interest in this saga of criminals hiding in police. This is why when he arrested one Sobbi, a self-confessed but rehabilitated murderer and ISO asked for him, the IGP did so without hesitation.
Impunity
Museveni is still building a case for the IGP's apprehension, call it fall for politeness' sake. This is why his now trusted military has since arrested Abdallah Kitatta and his gang which have been hiding under the cover of the leadership of Boda 2010, with Gen. Kayihura's protection, to cause mayhem. He did not go beyond Senior Two nor is he one of the bush war fighters, but Kitatta has been such a powerful man to the extent of tasking the minister in charge of security, Lt-Gen Tumukunde to tell him where he derives the authority to question his criminal dealings.
And that is not all. Kitatta is also reported to have directed Kayihura during a meeting at State House to sit down so that he (Kitatta) could address the president on issues to do with security. And Kayihura, who propelled Kitatta to what he has become, gave way! So powerful Kitatta had become that he moved with police guards who, along with other senior officers, were under obligation to salute him much as he was not a policeman!
Kitatta and group are implicated in the gruesome murder of the former Chief Accountant at the upscale Kadic Hospital. After killing the accountant, they are alleged to have burned his body beyond recognition before dumping it in Kajjansi along Entebbe road. The gangsters then drove away in the deceased's Premio saloon car whose number plates they removed and replaced with fake ones. So daring are these guys, that they even kept the stolen car for two weeks after the fact of murder.
Kitatta's gangsters had also the audacity of fighting the feared military police when it moved to arrest one of their own. We also understand that Kitatta rung his friend the IGP and asked for protection after learning of his impending arrest. Though Gen. Kayihura actually met the criminal and reportedly managed to make SOS calls, the military jammed to kowtow.
Welcome Relief
The imminent fall of the giant together with its cronies comes with a sigh of relief at the Investigator whose Directors Stanley Ndawula and Robert Ndawula were arrested and detained for purportedly disturbing the peace of Gen Kayihura by serializing the stories regarding the criminality in police which has come to pass.
Not only were the two top Directors held in custody for days against a lawful court order of release, the Investigator has been sabotaged through the confiscation of tools of trade followed by the closure of the editorial office over the purported offense above. "Much as we are still bothered by court appearances, we are consoled by the fact that the truth is finally coming to pass," said Stanley Ndawula.
