{UAH} IN PARLIAMENT THIS AFTERNOON
SPEAKER of Parliament Rebbecca Alitwala Kadaga has directed Ministry of Education and Sports, to come out with a statement tomorrow Thursday February 1st 2018 on the fate of unregistered private schools before first school term opens on Monday.
-- This came after several MPs complained that while the school term opens on Monday, the Ministry of Education and Sports officials were threatening to close unregistered schools including those that had applied for registration, but the officials were reluctant to register them.
MPs also complained that money for building 100 Universal Secondary Education in sob counties where there was no USE, was diverted to Kabale University. The speaker advised them to raise it during debate on Ministry of Education and Sports, as the process of budget framework is going on.
This was in parliament this afternoon, after Ruhama new MP Moses Kahima Mugabi (NRM)was sworn in accompanied by his constituents. Opposition parties did not field a candidate in a constituent which is a birth place of President Yoweri Museveni and the First Lady Janet Museveni, the latter being the area MP until 2016.
In her communication from the chair, the speaker announced the ongoing changes in sessional and sectoral committees but complained that some were not full up and advised chief whips to speed up the process.
She talked about the parliament week last week where the general public had access to premises of parliament and thanked President Yoweri Museveni, Vice President Edward Kiwanuka Ssekandi, Prime Minister Ruhakana Rugunda, Speaker of East Africa Legislative Assembly and other dignitaries that came and got involved. She wondered that in some areas, the number of MPs involved was wanting but promised that, God willing, next year, it will be better.
She announced that the Minister of State for Health jJoyce Moriku had been discharged from Aga Khan Hospital and was not an outpatient. But she said that former Leader of Opposition Prof. Latigo Ogenga and Bukomansimbi South MP Deo Kiyingi still hospitalized. The former at Nakasero Hospital after getting involved in accident second time, and the latter in Australia.
Members complained on power tariffs, and she reminded government that it was to go with the ongoing rural electrification program.
She also told parliament that KACITA was planning to demonstrate before parliament against land lords that collect rent in US Dollars but she advised them to do it at Office of Prime Minster and at Ministry of Lands, since government had failed to bring a law prescribing relationship between a land lord and a tenant. State Minister for Housing Isaac Isanga Musumba promised that it was in offing but promised to come with a statement next week.
Members also complained against waragi and the speaker summoned Minister for Trade, Industry and Cooperatives for explanation this Thursday.
