{UAH} in parliament this afternoon

OPPOSITION veteran Member of Parliament, Nnaalongo Cecilia Atim Ogwal
has alleged that oil is smuggled out of Bunyoro every night.
Speaking to Parliament this afternoon, Ogwal said that that between
8.00 pm and 5.00 am, large trucks are seen and heard trekking from
Bunyoro taking away oil and she called for a detailed explanation by
the Ministry of Energy and mineral Development , in accordance with
the law, to not only Parliament, but also to the general public,
through advertising in newspapers.
Ogwal , a veteran politician who was Assistant Secretary General UPC
from 1980 to 1991, Chairperson of UPC Presidential Policy Commission
from 1991 to 1995, Constituent Assembly Delegate from 1994 to 1995 and
ever since 1996, an MP, said that even exporting sand from Lake
Victoria started as a rumor until it was proved true.
The Speaker Rebeca Alitwala Kadaga and the Acting Chief Government
Whip, David Bahati, took it as a serious matter, and directed the
Ministers responsible for Internal Affairs and that of Energy and
Mineral Development, to come out with a joint detailed statement.
Cissy Atim, a gradate of now Nairobi University, was once Miss. Green
Label Tea, and tablemate of now President Yoweri Museveni in 1970
where the former translated Common's Man Charter to Luo and the latter
to Runyakitara. She was later to become an Opposition Chief Whip, and
had been preferred by Dr. Kizza Besigye to be appointed Leader of
Opposition in Parliament.
She became famous in early nineties attacking NRM government political
programs and policies until it was said that he and her husband were
suppliers of maize to then NRA now UPDF in Lira.
MPs led by Entebbe Municipality MP Florence Tumusiime, , Rebecca
Kadaga, and Nandala Mafaabi, complained against dominance of Indians
and Chinese in the medical and veterinary drugs and pharmaceuticals
business where indigenous Ugandans have been driven out. This was due
to compromising National Drug Authority.
The pharmacists who are already being chased out of greater Kampala
i.e. Kampala, Mpigi, Wakiso and Mukono, to rural areas, petitioned the
speaker, and she has directed that their petition will be debated this
Tuesday.
Then came Kabula independent MP James Kakooza, since 2001, who
complained that a ruling of East Africa Court bars Uganda Revenue
Authority from collecting tobacco excise duty in a case filed by BAT
(Uganda) and wondered whether Uganda is at a loss of both sovereignty
and revenue.
The speaker Rebeca Kadaga was quick to remind MPs how he rejected
Leader of Opposition Winnie Kiiza's plead for staying on a debate on
article 102 (B) because there a pending case in East Africa Cort of
and so sub judice. She said that it could encroach on Uganda's
sovereignty she defends and protects jealously.
In the end, the speaker and the Acting Chief Government Whip, David
Bahati, directed the Attorney General to make an appeal.
The ordinary session is still going on, debating the budget framework
for 2018/2019 financial year.
