{UAH} MUNICIPAL BONDS AHEAD OF FEDERAL!

A few years ago I suggested that the Govt of Uganda (GoU) should introduce Diaspora Bonds but it fell on deaf ears. I am at the moment suggesting that the GoU should introduce Municipal Bonds ahead of federalism in Uganda. These bonds will enable future states to sell bonds to state residents and beyond to carry out infrastructure development such as building schools, hospitals, police facilities including stations and paying teachers. 

This is an easy way of raising funds without the need to go to the financial shacks around the world.

In future federal Uganda, we will liberalise such financial instruments to enable, for example, Greater North to issue bonds in order to raise funds locally and nationally. These bonds could be as short as six months to 1 year or even longer. Besides raising much needed funds, it will open up a new area of business in finance which hitherto is lacking. 

Its only through federalism such mechanism can be achieved!
