Proliferation of criminal gangs in Uganda points to a failed state - High Court Judge

A High Court judge has described the ongoing crackdown on alleged criminal gangs in Kampala and other parts of the country as a pointer to a failed state machinery.

Andrew Bashaija who heads the lands division cites the Boda-boda 2010 group and the 'Kifeesi' as examples of groups soiling the country's image. 

 

Bashaija was speaking during the closure of the four-day annual retreat of the judges at Speke Resort Munyonyo in Kampala.

Bashaija said even when he's a judge, he gets concerned as a Ugandan over the apparent breakdown of law and order.

 

 

Kagina asks for help

Speaking to the same retreat, the Executive Director of the Uganda National Roads authority Allen Kagina appealed to the Judiciary to expeditiously adjudicate land-related cases, especially those affecting government projects like roads.

She said the taxpayers lose billions of shillings in paying contractors whose equipment lies idle on site due to delays in adjudicating land disputes.But the judges did not take kindly to the issues Kagina raised, they blamed the roads authority for signing contracts before compensating landowners.Kagina said the authority needs 800 billion shillings to compensate landowners along the proposed Kampala -Jinja Express highway.
