CONGS 190 NEW TOWN COUNCILS
I congratulate the proposed 189 town councils according to Daily
Monitor of today.
In particular l congratulate the people of Buwama, Kayabwe, Kinoni
and Katovu, on Kampala-Masaka-Mbarara High Way a those of Zigoti on
Kampala-Mityana Mubende High Way, Ntuusi on Masaka-Mubende High Way,
on many of my submissions as an individual, or under NRM Buganda
Regional Task Force, we have advocated so much for them.
The Minister for Local Government, Maj. Tom Butime and his junior
colleague Janati Namuyangu, have done good work compared to their
predecessor Adolf Mwesige, now in Defence and Veteran Affairs, who
almost turned every trading center else where but here, as town
council.
Even our potential municipalities like Kasangati, Wakiso, Kyengera and
Katabi, were sabotaged, when none of them had more than 200,000
people, but municipalities of 10,00 people in Kisoro, Kotido, to
mention but a few, were created.
Wakiso with over two million people, is still one district, the giant
in the whole of Uganda, yet Kibaale with 700 was divided into three,
and Kabale with lower than 700,000, was also divided into three.
When one talk about a city status for Wakiso, dividing into districts
of Wakiso, Entebbe, Kasangati , and municipalities and more municipal
divisions, wards and zones, then then you hear a call for creating
more districts and lower local governments.
