Prime Ministers; Ndugu Ruhakana Rugunda of the Republic of Uganda and
Charles Peter Mayiga of Kingdom of Buganda Buganda held a meeting on
Tuesday for the full implementation of an MOU signed by President
Yoweri Museveni and Kabaka Ronald Muwenda Mutebi ll. The meeting was
over due. However, what is still wanting is why has government and
parliament declined to operationalize constitutional provisions for
regional governments for the whole Uganda in accordance with
constitutional amendments passed by 7th parliament in 2005 and
ratified by districts councils.
