{UAH} SEVEN FOR ALL: NRM Kicks Off Plans To Win Referendum To Extend M7’s Term From 5 To 7 Years

The ruling National Resistance Movement (NRM) have unofficially kicked off plans to extend presidential terms extension from five to seven years.

Today, the 317 NRM MPs who voted for lifting of presidential age limit are set to be rewarded for their 'heroic' gesture with a massive party in Kiboga.

At today's party, organised by Ruth Nankabirwa, the Government Chief Whip and also Kiboga District Woman MP, plans to kick off the Referendum campaigns is high on the agenda. President Museveni is going to be the main celebrant at the function.

In Kiboga, Nankabirwa has pinned posters to and around the venue telling voters to be ready for the referendum with a slogan 'seven for all'.

According to one of the NRM MPs who voted for the removal of age limit and extension of terms, seven for all means that since the MPs' are going to get seven year term extension, they want to rally behind their party chairman so that when the referendum is conducted, the seven terms are voted for overwhelmingly.

It should be remembered that the amendments in the constitution approved by president Museveni on 27 December 2017 increased the terms of MPs from 5 to seven years, however, for the president's term to be extended, it has to be subjected to a referendum.

The extension of the presidential term of office from five to seven years was a recommendation by the legal committee, which scrutinized the Constitutional Amendment (N0. 2) Bill 2017.

The bill, which also removed presidential age limits and restored term limits, was passed by parliament on December 20 and President Museveni appended his signature a week later.

Under the law, the recommendation to extend the presidential tenure of office can only go through a referendum. Section 4 of the Referendum and other Provisions Act, 2005 enjoins the commission to organize, conduct and supervise all referenda.

According to Electoral Commission chairman Byabakama, where a referendum is required, the commission shall, upon receipt of a resolution from Parliament, subject it to Article 260 and prepare accordingly.
