A convicted paedophile teacher who served time in prison for sexual assaults on children in the '70s and '80s children has shockingly insisted that 'relationships' with students were normal and instigated by the youngsters themselves.
The man, referred to as 'James' appears in tonight's ITV Exposure documentary Boarding Schools: The Secret Shame, in which journalist Alex Renton exposes the shocking extent of sexual abuse that has gone on behind closed doors at some of Britain's most elite institutions.
Alex himself was sexually abused as an eight-year-old by his teacher at one of the country's top boarding schools, Ashdowne House in East Sussex - the former preparatory school of Boris Johnson, Viscount Linley and Damian Lewis.
His investigation reveals, via a Freedom of Information request, that since since 2012, 425 people have been accused of carrying out sexual attacks at UK boarding schools.
And in his interview with James, the convicted sex offender told Alex that he believes abuse is still going on today because it's a 'tradition' for teachers to be 'intimate' with pupils, which has become ingrained in the culture over 'generations'.
James said he was aware of unorthodox relationships between the teachers and the boys when he arrived at the unnamed boarding school where he used to work, but refused to address it as sexual abuse.
'At least two of my predecessors had been dismissed for intimacy with the boys shall we say,' he explained. 'And then after about the first year, I learned that the Deputy Headmaster was also intimately involved with a number of boys.'

An estimated one million people in Britain today went to boarding school and approximately 75,000 children still board today
He described the 'intimate relationships' as 'a simple case of a master literally falling in love with an attractive boy'.
And he even suggested that one of the boys he had abused 'instigated the actual intimacy'.
'He approached me one day and suggested I did something to him,' he said. 'Simple as that. And that is not unusual.'

Alex asked if he could reasonably expect a boy of 12 to give his consent, saying: 'How can one know that at that age?'
'Good question,' James replied. 'A 12-year-old boy is just as capable of giving consent as any other age.'

In the documentary, the journalist broke down in tears as he recalled, more than 40 years later, a particularly harrowing memory involving his maths and history teacher, Mr Keane, in his first year of the prep school.
'My memory of my sexual encounter with him is only once and it was in the classroom where he usually taught,' he said.
'I remember very clearly the physical feeling of being pressed up against his sort of hairy tweed jacket while he had an arm round me and his other hand was going straight down the front of my corduroy shorts.
'And I remember quite distinctly being given the fruit gum afterwards which I knew already was what you got if you submitted to this.'
In 2013, a group of Alex's former Ashdown House schoolmates went to the police about a different teacher from later in the 70s, Martin Haigh, who'd taught science.
In March last year, he was sentenced to 12 years in prison for indecent assault and gross indecency against four Ashdown House pupils in the 70s.

He told Alex in the documentary that he too had been through the same experience as a child.
'I was sexually abused by not one master but by five when I was at prep school,' he said. 'It never did me any harm. They made my life so much more pleasant in various ways that I accepted it.
'I was getting something from them that I wasn't getting from my parents. Dinky toys, cigarette cards, whole sets. The love and affection which I was deprived of at home.'
He explained that when he went on to apply for a job as a teacher at a boarding school, no background checks were completed which according to James was 'normal'.

FREEDOM OF INFORMATION REQUEST REVEALS SCALE OF ABUSE AT UK BOARDING SCHOOLS
ITV's Exposure made a Freedom of Information request to every police force in the UK and 24 responded. The results showed:
Since 2012, 425 people have been accused of carrying out sexual attacks at UK boarding schools.
Not every force could provide further details but at least 160 people have been charged so far.
At least 171 of the total number were accused of historical abuse.
Since 2012 at least 125 people have been accused by children of recent sex attacks at boarding schools.
There are at least 31 ongoing investigations.
Just over half of the Forces responded so the total figure is likely to be far higher.
Separately, Exposure made an FOI request to every local authority in England and Wales to establish how many school staff had been accused of sexual abuse of a pupil from boarding schools in their area between 2012 and 2017 - around three quarters responded.
(Note that these dates refer to the year the alleged incident was reported, rather than when it took place).
Since 2012, 404 allegations of sexual abuse were reported by boarding schools.
There were glaring differences in reporting figures – one council responsible for 19 boarding schools had received 60 complaints, another with 20, received just two.
Schools in the UK are still not legally obliged to tell the authorities.
The figures relate to incidents which were reported to the local authority or its Local Authority Designated Officer (LADO).
Schools should report any allegations of child sexual abuse by a staff member to the LADO but it's not legally mandatory to do so.

Only 24 police forces responded to the Freedom of Information request, with figures showing that 425 people have been accused of sex attacks at UK boarding schools since 2012.
Figures also showed at least 160 people have so far been charged. Of those accused, more than 170 faced allegations of historical abuse, with 125 alleged to have attacked children recently. Police are investigating 31 cases.
Alex has created his own unique database of allegations created from huge personal correspondence he has received from victims of abuse since he began writing about his own experiences.
As well as speaking with survivors of abuse from his alma mater Ashdown House, he also meets with former pupils from Sherborne Preparatory School, Dorset; Lucton School, Herefordshire; and St Aubyns, East Sussex.
The programme looks at the schools who failed to take action against predatory paedophiles and who groomed and assaulted young boarders over and over again, sometimes getting away with it for decades.

All schools are expected to have sufficient safeguarding arrangements to prevent abuse are checked in regular inspections.
Exposure analysed the most recent inspection report for every boarding school in England. When it came to safeguarding, one in ten schools either failed to meet national standards, or else didn't meet the requirements needed to be given a rating of 'good'.
To find out what the industry is doing today to protect children, Alex Renton spoke to The Boarding Schools' Association, which represents 90 per cent of boarding schools
Robin Fletcher, the chief executive of Boarding Schools' Association, said: 'What I can say is that everyone who works in boarding today is professional, caring and doing everything they can to make safeguarding their number one priority.
SEXUAL ABUSE EXPOSED AT UK BOARDING SCHOOLS
Some survivors of Sherborne Preparatory School, Dorset; Ashdown House, East Sussex; Lucton School, Herefordshire; and St Aubyns, East Sussex have all come forward to reveal their experience of sexual abuse.

It was decided no further action would be taken, provided Haigh left at the end of term.
Alex Renton has spoken to one of those two pupils, who confirmed Martin Haigh's story – that his parents did complain to Clive Williams but added he'd also spoken to Clive Williams himself about Haigh's abuse.
Because Martin Haigh was allowed to leave Ashdown House quietly, he simply found another teaching job at the state-run Chaucer School in Canterbury. Now former Chaucer pupils are going to the police, with yet more allegations of abuse by Haigh.
Exposure contacted The Cothill Trust, an organisation which now owns Ashdown House. They said:
'These historic incidents, which occurred 25 years before the Trust took over the school, are deeply shocking, and are against everything we stand for'. They 'extend heartfelt sympathy to anyone involved'.
Renton's former headmaster Billy Williamson is dead, but Clive Williams who later ran the school with him told Exposure he has 'the deepest sympathy' for victims.
But he 'denies in the very strongest terms that any parent or pupils made any complaint about Mr Haigh's abuse or that Mr Haigh himself admitted any abuse to him'.

Robin Lindsay was the owner and headmaster of Sheborne Prep
SHERBORNE PREPARATORY SCHOOL, DORSET
At one of the country's top prep schools Sheborne Preparatory School owner and headmaster, Robin Lindsay, abuse of pupils spanned three decades – from the 1970s until the end of the 1990s.
Concerns over his behaviour became so extreme, the Department for Education held a tribunal in 1998.
Its ruling called Lindsay a 'fixated paedophile', and he was barred from teaching.
Just months from retiring anyway, he never faced police charges. Robin Lindsay died in 2016.
Sherborne Preparatory School said they have 'sympathy for any victims' and said it 'takes the welfare of current and former pupils very seriously'.
On their failure to take effective action against Lindsay, The Independent Association of Prep Schools simply said they are 'appalled by the events of the past'.
Today the 'education, care and welfare of young people is their primary concern' and they 'demand the most exacting standards' of themselves and their schools.

LUCTON SCHOOL, HEREFORDSHIRE
Phillip Witcomb began Lucton School in Herefordshire aged 13, in 1975, and was abused by his housemaster, a man named David Panter.
He recalled how the sexual abuse began in his first term when Panter would rape the boys when they took a shower. Phillip complained to the headmaster Keith Vivian but was ignored.
As Phillip progressed in the school, years later becoming a school prefect, he learned that the abuse was still happening to the younger boys.
He went back to Vivian who initially refused to acknowledge anything was happening, but eventually the headmaster finally listened. By the next day, Panter was gone. However, Panter's teaching career continued in the state sector.
ITV's Exposure tracked down the headmaster who employed him at his next school, he told us he would have received a reference from Lucton. In 2016 Panter was jailed for nine years for indecent assault and gross indecency against seven Lucton pupils.
Lucton School told ITV's Exposure: 'Our sympathies are with any survivors of non-recent abuse, however allegations from that period cannot be answered' because the school closed in 1985, and a new school was later opened under a trust which was 'established as a new charity, a separate legal entity'.
The headmaster, Keith Vivian went on to become a Vicar.
He told ITV's Exposure he has 'no recollection of any complaint made by Philip', but does remember when prefects came to him, and says he 'asked Panter to leave the school premises immediately' and informed the school's governing body.
'At no time would he not have acted immediately on such accusations', but 'it was not a police matter at that time'.

ST AUBYNS, EAST SUSSEX
A number of men shared their complaints with journalist Alex Renton about a teacher called George Pilgrim, who taught at St Aubyns School in East Sussex in the 1970s.
Pilgrim seemingly had no fear of getting caught. One day he was abusing 10-year-old Richard in the classroom, when headmaster William Gervis walked in.
Richard, who spoke with Alex, said: 'The headmaster was furious absolutely furious. I've never seen him like that I mean he was a strict severe headmaster but I was surprised, and Pilgrim turned into a little boy himself and he kind of walked off to his desk and cowered and made various excuses but it wasn't good enough.
'There was nothing asked there was no sort of attempt to find out if anything else had happened to me or anyone else. The school had such a lax feeble way of dealing with it.'
Pilgrim moved on from St Aubyns to another private prep school.
ITV's Exposure found that school and it confirmed he'd arrived complete with a reference from St Aubyns.
The headmaster from the school Pilgrim went on to teach at agreed to talk to Exposure anonymously, and confirmed that two months later they had to get fired him – because he was abusing children in the classroom. Pilgrim is dead now, and never faced police charges.
St Aubyns closed in 2013. But The Cothill Trust, which owns the school told us it 'was under their stewardship for less than a year' but 'the historic allegations from the 1970s and 1990s are utterly deplorable.'
'There's no doubt that there was a period where some people at some schools experienced some appalling abuse. And it's absolutely shocking. But in my experience, there isn't any school out there which doesn't want to listen to victims and, where it can, as quickly as possible, say sorry.'
Last year the BSA finally issued rules telling its members they must report any allegations of abuse, but say it's time for the government to make that law.
Robin: 'It's the only system which can properly work, because why would you not have a system where people are required to report abuse?
'So remove any doubt, remove any ambiguity, and let's have mandatory reporting. And that ultimately contributes to making children safer.'
An estimated one million people in Britain today went to boarding school and approximately 75,000 children still board today in around 480 state and independent UK boarding schools.
They are responsible for educating many politicians, judges and business leaders and 75 per cent of Britain's prime ministers.
