{UAH} LESSON 2: BETWEEN CONFEDERATION AND FEDERAL WHICH IS BETTER FOR UGANDA?


In lesson one, we learnt that Confederation is a union of sovereign states in which each state, delegates some powers and right to the central govt which remains subordinate to the state or confederacy. Examples include Germany and Switzerland. So in the case of Uganda, if you consider that each of the tribes as being sovereign, then they could be regarded as confederates but this is not the case. Non of the tribes are sovereign and has no power to delegate. 

Meanwhile, federal refers to a group of states with a central government and substantive control of their internal affairs. The commonality between the two system is that both of them have a level of autonomy and delegate powers to the central government. The difference between the two system however, is the amount of power relinquished to the central government. While federal is likely to release  more powers to the central government confederacy retain most their powers.A typical example of a federal system is that of the United State where the term federal was coined.  

Between the twos system, if Uganda were to choose, they will have to look at the most feasible and Uganda being a sovereign state with a borders, its unlike that it can relinquish territory but can relinquish power. The devolution of these powers, therefore is the step towards the creation of federal states. This is the most likely and practical to the citizens of Uganda.
