{UAH} PONDER POINT : Gen. AMIN



I believe Ugandans ought to revisit the history of the Idi Amin regime to take note of the good also. Idi Amin a self styled life President of Uganda did attempt to continue with programs of his predecessor, Obote I like the land act that abolished mailo land making all land public land under the control of government through its agencies. The Museveni regime, another self styled life President after ensuring the Constitution was amended several times to suit him, repealed that land act replacing it with the current land act which his government is now set to amend or repeal in order to take control of land just as in Idi Amin days. The reason given this time is that government needs to expand its services to the people but is hindered by land laws in place - majorly the Constitutional provision of adequate compensation before acquisition.

In contrast, Idi Amin took control of land to favour indigenous private investments not government business or for the self styled aka fake investors using Uganda taxpayers money to start business under the pretext that it is foreign investment or for self, family members, friends and cronies using state machinery to enforce the take over.

Idi Amin to expand government business for example, extend Kampala city opted not to interfere with the land and planned a new city at Nakasongola. He justified his plans and its implementation as its centrality to the entire country and to have all government agencies head offices in one central location for easy management. This included ministries and the national parliament. He began by constructing an airbase to shift it from Entebbe (after the Isreali raid to rescue hostages). The plans are available with government and most probably should be now in the government archieves. 

Several developed and developing countries have had their capital cities relocated due to similar issues affecting Uganda today - congestion, lack of land to expand, insufficient infrastructure, etc.

Now, let's be frank and honest to ourselves, on this city expansion project, who scores best among the two life Presidents, Idi Amin or Yoweri Museveni?
