{UAH} How to bypass the social media tax

I have been following the proposed kayibanda social media tax. Apparently it works at at shs200 per day.

What are the ways to avoid lining Kayibanda's pocket by frustrating this tax? Some people are suggesting the following:

1. Install VPN so you can't be blocked as your service provider is hidden;
2. Restore phone to factory setting and then change your country of domicile, for eg UK.
3. Use a public wifi over which simcard operators have no control;
4. Pool together to buy and install a router which does not require simcard connection.
