President, Yoweri Museveni has finally publicly opened up on the arrest and subsequent detention of General Kale Kayihura, the former inspector general of police.
Kayihura was picked from his country home in Kasagama in Lyantonde district about two weeks ago and locked him up at Makindye military barracks.
There has been speculation about the reasons for his arrest together with several senior police officers with some attributing it to their involvement in the murder of the former police spokesperson, Andrew Felix Kaweesi, organised crime, espionage and illegal extradition of Rwandan refugees.

On Wednesday, Museveni reportedly told members of parliament in a closed security meeting at in conference hall in the Office of the Prime Minister that the former IGP overstepped his mandate and undermined police structures.

"President Museveni said Gen Kale Kayihura had gone too much into the population - because when they came from the bush, they talked about the principle of working with the population but Kale Kayihura made the mistake of working like the population and becoming like the population. [That] for him [Museveni] he accepted to work with the population but not to become like them. That, Gen Kale Kayihura's working methods killed the system from within the police. He got new civilian people and brought them into police instead of working with structures and officials institutions of the Uganda police force and other institutions of the other security organs," Fungaroo said.
Another MP told URN on anonymity that Museveni expressed disappointment with Kayihura for drafting private individuals in police work, which weakened the force.

"The way it looks, if you were not told that Kayihura is not under arrest, you would not know, because the president thinks he only overstepped his mandate, and his major issue is how Kayihura ended up undermining the institution and working with individuals in the community," the MP said.
According to the source, Museveni called in the new IGP Martin Okoth Ochola and the Director Criminal Investigations Directorate, Grace Akullo to assure the MPs on security and explain what measures have been put in place so far to restore security and order so far.

Ochola reportedly explained to the MPs where the problems have been and how they are dealing with it. The meeting which started on Wednesday midmorning ended at 7:30 pm in the evening.
MPs to get army escorts
According to Fungaroo, Museveni directed the chief of defense forces (CDF) and security minister to provide army escorts to MPs who expressed fears over their security. The MPs reportedly told the president that the provided police escorts are running away from them in fear of being assassinated alongside the people they are guarding as has happened in the case of Kaweesi and Arua municipality MP Ibrahim Abiriga.
"So the president directed at the end when he was concluding that CDF and minister for security and defence should think about providing separate vehicles for escorting MPs - which means there is going to be 452 escort vehicles loaded with soldiers and police because the the police feel that they can't protect the MPs properly when they are in the same vehicle with the MP when they are moving. And also some MPs said they are not comfortable with police or army officers when they are sitting with them in the same vehicle because it draws out attention from the general public." said Fungaroo.
