POWER SHARING SHOULD BE AT LC I COMMITTEES
I was a Makindye Division Resistance Council member and Kibuye ll
Parish Executive Committee Secretary for Information and Mass
Mobilization from 1989 to 1997.
During those days of Resistance Council/Committees, if a candidate for
chairmanship defeats another narrowly, in order to avoid polarization,
the former would support the latter to become a Vice Chairperson or to
be elected on another position as chairpersons did not have powers to
name their cabinets as it is the case today.
So when we failed to hold elections yesterday in my zone of residence,
Masajja Kibira Zone A, l advised the two leading candidaters, one an
independent but learning to NRM , and a DP to strike a deal for power
sharing, they failed.
Even this morning l advised for the same and they also did it.
But when we went to the polls, outgoing Defence Secretary Herbert
Kavuma, who was an NRM flag bearer but chose to stand as an
independent defeated the DP candidate Owenseenene Mwebe in not a very
big margin. l immediately left for office work but advised again for
power sharing like Kavuma appointing Mwebe Vice Chairperson. Let me
hope that they have taken my advice seriously.
