He threatened to resign because it was unethical and even criminal for his CID officers to sign documents they knew nothing about.

THE IGP MARTIN OCHOLA CONTACTED DICTATOR MUSEVENI AND OFFERED TO RESIGN IMMEDIATELY, AFTER THE SPECIAL FORCES COMMAND DUMPED BADLY INJURED SUSPECTS AT GULU POLICE STATION,. AND FORCED THE CIID OFFICERS THERE TO PREPARE A CHARGE SHEET OF PEOPLE, WHOM THEY HAD NOT ARRESTED AND WHO WERE TORTURED AND WERE IN BAD SHAPE, THE CIID CHIEF OF GULU CONSULTED IGP OCHOLA, AND OCHOLA TOLD HIM NOT TO PREPARE THE CHARGE SHEETS. IT WAS AT THAT TIME THAT OCHOLA CALLED JEJE ODOINGO AND TOLD HIM TO TELL MUSEVENI THAT HE WAS GOING TO RESIGN.

ACCORDING TO IMPECCABLE SOURCE, MUSEVENI CALLED UP OCHOLA AND THREATENED HIM, AND TOLD HIM RESIGNATION WAS NOT AN OPTION. THEREAFTER BRIGADIER SABITI INSTRUCTED THE CIID OFICER TO PREPARE THE CHARGE SHEETS.

MEANWHILE THE GULU CHIEF MAGISTRATE HAS ALSO DISQUALIFIED HIMSELF FROM THE CASE OF THE MPS, AND OTHERS AND CALLED ON THE HIGH COURT TO RETURN THE PROCEEDINGS TO ARUA WHERE THE SUSPECTS WERE ARRESTED FROM. THE MAGISTRATE HAS NOW ALSO RECEIVED THREATS..
