Independent Arua Municipality parliamentary candidate Hon Wadri Kassiano Ezati wins from jail in Gulu Central Police Station.
He won the parishes the parishes of Bazaar, Awindiri, Mvara and Pangisa while narrowly losing Tanganyika and Kenya to NRM's Tiperu Nusura Omar Hon who has come second.
