TOJIKWATAKO
The most passionate national discussion of 2017 in Uganda was, without question, Tojikwatako - the proposed amendments to the Constitution to lift the upper age limit on eligibility to seek or hold the presidency and extended the term periods of members of parliament. There was little to no doubt that the Bill would eventually pass into law given the parliamentary majority enjoyed by the ruling NRM party.
However, this was an issue that seriously divided the country and significantly raised tribal tensions. It was a particular embarrassment to Ugandans throughout the world to watch the chaos that took place on the floor of parliament as members on opposing sides of the issue picked up whatever objects were on hand and engaged in hand-to-hand combat.
So this begs a few simple questions.
1. Is it in the best interest of Uganda and its citizens to have a parliament that can change the country's constitution at will?
2. How does the elimination of presidential age and term limits promote democracy in Uganda?
3. In what way is the extension of parliamentary term limits to 7 years, serve the best interests of the citizens of Uganda?
4. Do changes like this not set a precedent for future leaders to manipulate the constitution to suit their particular needs of the time?
Join us this coming Labor Day weekend as we ask visiting politicians from Uganda to address this, and other, very contentious issues during the Political Forum at the 30th Annual UNAA Convention in Seattle.
