Here is Sudanese muslim terrorist being arraigned before court, but charged only with attempted murder and terrorism.Salih Khater has so far refused to cooperate with the police and so no definite link can be made between his actions and terrorism. He is therefore currently charged only with attempted murder- this will give police time to investigate him further to find out any links he has with terrorism, so that the more serious charge of Terrorism can be preferred against him.
It looks increasingly likely that Salih Khater was a lone wolf, not linked to any particular jihadist cell and got radicalised mainly via the internet. If you read more on Terrrorism, Low-Tech Mehtods of Terrorism, which use lone wolves, will become the norm as the capacity of muslim terror groups like Isis get broken down or degraded.
But the strange thing about this case is the support that the Birmingham Mosque gave to Mr Salih Khater. The Mosque Imam said on TV that Khater is a pious muslim and a good man who could not engage in terrorism. The Imam claimed Khater travelled to London to renew his Sudanese passport and that what happened at Westminster that fateful morning must have an unfortunate accident. But the Imam does not explainn why Khater travelled to London at the time he did, knowing that the embassy would be closed, why he then had to cruise around London streets for 8 hours waiting for day break before he could conveniently get into an accident in a location miles away from the Sudanese embassy.

Westminster car crash: Man charged with attempted murder
A man has been charged with attempted murder after a car crashed outside the Houses of Parliament.
Salih Khater, 29, from Birmingham, is alleged to have swerved his car into cyclists and pedestrians shortly after 07:30 BST on 14 August.
The case is being treated as terrorism, a spokesperson for the Met Police added.
He will appear in custody at Westminster Magistrates' Court on Monday.
Three people were injured in the incident which is being treated by prosecutors as terrorism due to the location, methodology and alleged targeting of civilians and police officers.
Mr Khater, a UK national originally from Sudan, is charged with one count of attempting to murder persons outside Parliament and a second count of attempting to murder police officers.
