Diaspora 'Rebel Movement' Insists on Using Guns Against Museveni's Gov't

A diaspora-based 'armed movement' which late last year threatened to commence a rebellion against President Museveni has laughed at the opposition's repeated calls to cause regime using protests, saying political activism alone won't deliver results.

SCAD (the Super Coalition Against the Despots) said in a media statement on Saturday that FDC's idea of using 'people power' against Museveni was a tall order as the NRM government remained militarily strong.

"Our attention has been drawn to the above 47-page document issued by the 'people's government' led by Col. Kizza Besigye, dated April 2018, but appeared for the first time online this week," said a one Simon Mwiru who describes himself as the Communications Director of SCAD.

The document states that the 'people's government' does not believe in the use of arms to overthrow Museveni's government.

"While it is the right of every political organisation to choose a method, it is wrong to hide in that right to cleverly cripple efforts to overthrow the regime in Uganda," said Mwiru.

The ability of SCAD remains a matter of speculation as it's yet to demonstrate its leadership structure and resources apart from issuing media statements.

Defence Spokesperson Brig Richard Karemire in September 2017, said the "UPDF is investigating this so called SCAD to establish its actual existence."

He added: "It will be a holistic investigation."

This was after the group released an audio taking responsibility for armed attacks in the country and vowing to "attack and kill" family members and supporters of President Museveni.

In its new statement, SCAD says political activism cannot shake President Museveni.

"While we understand that the leadership of the 'people's government' have reached an understanding with Museveni, and must therefore, as a necessary condition declare their opposition to armed struggle, we shall not allow their betrayal of the struggle to go unchallenged," said Mwiru.

"It is public knowledge that SCAD morally and financially supports civic activism in Uganda. But we are aware that civic actions are not enough to dislodge the regime. That is why we took the difficult but necessary step to establish an armed revolutionary wing to confront the SFC. Our capacity is better known to our real enemy, the SFC."

UPDF's Views

Last year, Brig Karemire said the basis of the investigation into SCAD's operations was that "someone somewhere is sounding war drums to disrupt peace and security."

He warned that no rebel movement would ever succeed in a violent regime change in the country.

"We, however, wish to reassure the public that no rebel movement will succeed. In the past, the UPDF working with the people and taking advantage of its now superior capabilities, have defeated groups like LRA, UPA, FOBA, NALU etc," he added.

Karemire emphasised that "any path they take to achieve their objective if at all they exist, must follow the constitution. There is no short cut. Constitutional matters are resolved in parliament by the people's representatives."
