{UAH} Mr. President - Focus on the problem, let parties function and federalise
The NRM bi-strategy of fighting parties and then political power quasi
criminal economic power craving groups within government and security
forces is a faulted strategy.
The fight against corruption in state agency and institutions started
five years ago – has enormous potential to boomerang into political
instability.
With the assassination of Senior Police Officer Muhammad Kirumira - it
is now clear Uganda is facing an insurgency and indeed the 27 year old
Hon. Francis Zzake and 38 year old Robert Kyagulanyi Ssentamu are not
part of the problem.

Politics in Africa has three arrays (ideologies) driving it:
a. Normative( culture, tradition, ethnicity, religion)
b. Power (Power one (master-slave industrial structures) and Power two
(CONVICTIONS)
c. Discursive (dialogue , trade or exchange of ideas)
How can we then change, customise and position Africa's democratic
values to respective African nation state peculiarities using
geoinformatics?
My thoughts are such at we should use the geomatics based formula
below but not being a mathematician – I am stuck in the development of
this idea further.
Can anyone help?
0.14 = 2500000(constant minimum membership) + % party pop increase
every 5 years + single party membership fee (UGX 1000*12) + (state
grant = 1/3 *total membership fee)) + % ethnicities rep + % women rep
+ % workers rep + % youth members
Conditions a party must meet in order to be a party in any nation
state in Africa
A^x = % party pop increase every 5 years
B^x = single membership fee (1000*12) (these should be party
internally generate (membership fee) funds deposited on a fixed
account generating an income from the party that should be supported
by state with an addition 1/3 of the total sum.
C^x = % district representation (ethnic mix)
D^x = % Women Representation of constant min. membership as a factor of A^x
E^x = % Youth membership of constant min. membership as a factor of A^x
F^x = % Workers/farmers representation of constant min. memberships
a factor of A^x
To win a majority in parliament a party will have to have got 45.456%
majority ruling party voters + 5.534% minimum alliance vote
Sub-divide Uganda into 14 cultural self governing federal regions and
strengthen democracy by making it impossible to have more than 5
political parties.
Understand the essence of The Nexus of Competing and Antagonistic
Ideologies as Anthropological Social/ogical cultural imperatives
that will remain in Africa so long as our languages and cultures are
entrenched.
The Soviet Union collapsed because of competing cultures no so much
because of politics and economics derivatives of cultural
institutions. United Kingdom has similar concerns, Yugoslavia
disintegrated because of cultural imperatives but Switzerland solved
the Germanic, French as did Sweden with her Sami-Finish-Germanic
cultural backgrounds.
If Gov't Uganda fails to address highly competing Ideas/ologies the
country will keep going into circles.
The above structure reduces senseless competitive and money driven
politics - to issues of cultural quasi socio-economic development
rather than nationalistic constructionists and primitive capitalists
accumulation that is driving crime in Uganda.
Nationalistic constructionists (primitive capitalists) can be equated
to militarism and proxy autocracy or dictatorship.
The Sub-divided Uganda 14 cultural regions or self governing federal
regions should via their federal governments proportionally select
their representatives to form Uganda legislative body – hence
reduction number of MPs from over 400 to just above 100 MPs.
Uganda should have a rotating president from the fourteen regions to
stem irrational competition for power
Government should dismantle political power – get rich quickly
conundrum – people should go to politics to serve not to get riches.
And dissipating this primitive behaviour is via the model given above
by communities selecting their genuine representatives
